Planning & Zoning Commission/ <br />Local Planning Agency <br />November 12, 2014 <br />Page 3 <br />Mr. Hale asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, the <br />request. <br />Mr. John Casselberry, 700 South Lost Lake Lane, Casselberry, Florida came forward. Mr. Casselberry said <br />there was not much development area north of the Police Department and he didn't consider that as an obstacle to <br />any development south of City Hall. He felt that a residential development in close proximity to the Police <br />Department was beneficial. He suggested not getting to complicated or restrictive. He didn't think that City Hall was <br />a problem for the development and if anything it may be a benefit. <br />Mr. Vincent Wolle, 105 West Melody Lane, Casselberry, Florida came forward. Mr. Wolle questioned the <br />restrictions, benefits and uses that apply in the overlay district. Mr. Lingenfelter explained that the Overlay District <br />Guidelines will be discussed at next month's Planning and Zoning Commission meeting. Mr. Lingenfelter said what <br />is envisioned for the Target outparcel is a franchise restaurant with a drive -thru. <br />Mr. Hale suggested that Mr. Wolle meet with staff to discuss the overlay district. <br />A brief discussion ensued regarding providing some verbiage in the Planning and Zoning Commission's <br />recommendation to the City Commission to address item number 6 of the Guiding Principles to state that it does not <br />preclude relocating City Hall or any other City buildings if it is advantageous to the City and the citizens to relocate. <br />Mr. Hale asked for a motion to address LPA 14 -03. Mr. Henson made a motion to provide a favorable <br />recommendation to the City Commission to adopt LPA 14 -03, proposed amendment to the Comprehensive Plan text <br />and Future Land Use Map as provided in the draft ordinance 14 -1413, including the attachments to the staff report <br />and adding to item number 6 of the Guiding Principles to state that this guideline does not preclude relocating City <br />Hall or any other City facility that might be a benefit to the City of Casselberry.
