Planning & Zoning Commission/ <br />Local Planning Agency <br />November 12, 2014 <br />Page 2 <br />Fifth Item of Business: LPA 14.04 — Tree Protection Continued: Amending Article XIV Tree Protection to <br />revise replacement requirements and update standards and related references. <br />Mr. Chad Lingenfelter, Development Services Manager, requested this item be continued to the December <br />10, 2014 Planning and Zoning Commission meeting. <br />Mr. Hale asked for a motion to address LPA 14 -04, Mr. Henson made a motion that the Planning and <br />Zoning Commission continue LPA 14 -04 to the call of the Chair. Mr. Bryan seconded the motion. The motion <br />passed unanimously by voice vote. <br />Mr. Lutz arrived at the meeting at 6:32 p.m. <br />Sixth Item of Business: LPA 14 -03 — Lake Concord Overlay District Comprehensive Plan Text and Future <br />Land Use Map Amendment: Request to amend the Comprehensive Plan to add Lake Concord Overlay <br />District. <br />Mr. Chad Lingenfelter, Development Services Manager, reviewed the information provided in staffs <br />memorandum dated November 12, 2014, and a PowerPoint presentation to the City of Casselberry Planning and <br />Zoning Commission (a copy of the PowerPoint presentation is attached and made a part of the minutes). Mr. <br />Lingenfelter requested the Planning and Zoning Commission, acting as the Local Planning Agency, provide a <br />favorable recommendation to the City Commission for LPA 14 -03 to adopt the proposed amendment to the City of <br />Casselberry Comprehensive Plan text and Future Land Use Map as provided in the draft Ordinance 14 -1413 <br />attached to the staff report. <br />A brief discussion ensued regarding item number 6 of the Guiding Principles. The Commission expressed a <br />concerned that the City was limiting itself by excluding City Hall from the redevelopment area. Mr. Lingenfelter said <br />that he would relay that information to the City Commission. The Commission stated that the Police Station and City <br />Hall are located on prime real estate. Ms. Robin McKinney, Attorney, explained that the City Commission adopted <br />the Guiding Principles in 2012. She said the language is not as restrictive as it could have been written. Ms. <br />McKinney said that the overlay district is intended to work in conjunction with the policies that already exist in the <br />Comprehensive Plan. <br />A brief discussion ensued regarding the ownership of the commercial strip center located between City Hall <br />and US Highway 17/92. <br />
