Mr. Lightbody expressed a concerned with the impact to Lake Ann which <br />feeds Lake Howell. He suggested that the building height should not exceed two stories to match Vistas at Lake Howell, <br />Mr. Lightbody expressed a concern with the traffic impact on Lake Ann Lane. He said that this development will <br />impact Windward Square because they will have to see this large building with the light pollution and increase in traffic to the <br />area. He said that this development would negatively affect the property values in the area. <br />Mr. Lightbody distributed a copy of the email that was sent to the Planning and Zoning Commission (a copy is <br />attached and made a part of the minutes). <br />Mr. Hale asked for final comments. Mr. Bessolo said that he had no further comments other than to thank the <br />Commissioners for their time this evening. <br />Mr. Sorensen addressed the public comment regarding that the FAR should be .25 for medium density residential for <br />the future land use. He said that information is incorrect. He said that there are no FAR requirements for medium density <br />residential except that office uses are required a FAR of .2 and that is the only mention of FAR. Mr. Sorensen said that staff <br />believes the project meets Code requirements and recommended approval of the project. <br />A brief discussion ensued regarding the traffic circulation design, reducing the height of the building and the number <br />of proposed handicapped parking spaces. <br />Mr. Dave Schmidt, DSE, 3287 Avalon Park Boulevard, Avalon Park, Florida came forward to address the <br />Commission's question regarding stormwater for the site. Mr. Schmidt explained there are no flood plain impacts on the site. <br />He said the site will meet all the requirements of the City and St. Johns River Water Management District both from a pre /post <br />runoff requirement as well as a volume requirement. He said that would be made up of the retention swale that is located <br />behind the pool, the wet pond that is located in the southeast corner and the two exfiltration systems under the parking lot. He <br />said the site will also meet the recovery requirements. <br />In response to the Commission's question, Mr. Bessolo said the four story height is used to reduce the travel <br />distance for the residents. He said it would require additional research to determine the viability of the project if the height of <br />the building was reduced to three stories. <br />
