He said the developer is getting credit for the undevelopable wetland area to the north <br />which allows the applicant to increase the density on the south end of the property. <br />Mr. Chulak said that Lake Ann is a small residential lake surrounded by a few homes and some undeveloped <br />conservation areas. He said this project does not fit this neighborhood. He said according to Section 4 -20 the size and <br />dimension regulations are supposed to preserve the stability of established neighborhoods. Mr. Chulak expressed a concern <br />with the increase in traffic on Lake Ann Lane. <br />Ms. Alpha Huddleston, 105 Ranch Road, Winter Park, Florida came forward to speak in opposition to this project. <br />Ms. Huddleston said her property is contiguous to the proposed development. She said she heard the developer was <br />considering clearing the underbrush and making a nature trail which would impact her property. <br />Ms. Huddleston expressed a concern with drainage issues with this proposed development. She said that she is <br />opposed to a four story structure. <br />Ms. Beverly Myers, 1404 Westdale Avenue, Winter Park, Florida, came forward to speak in opposition to this project. <br />Ms. Myers said this is a residential neighborhood and it is not the place for urban infill. She said that the floor area ratio (FAR) <br />exceeds what is permitted in the Comprehensive Plan. She expressed concerns with the amount of impervious surface, <br />percolation to the aquifer, run off of fertilizer into Lake Ann, which is spring fed and feeds Lake Howell. <br />Ms. Meyers was also concerned with the height of the building, the amount of signage allowed for the development, <br />increased traffic to the area and the impact to emergency services. She said that the changed conditions listed in the staff <br />report are inaccurate as this is a rural neighborhood. Ms. Meyers felt that the 20 foot setback was inadequate for the scope of <br />this project. She was also concerned with light pollution. <br />Ms. Meyers referenced ULDR Section 2- 6.23.2 stating the site is not of sufficient size and specifications to support <br />the proposed scale. She said the unusual configuration of the property renders a significant portion of it useless for proper <br />scaling of the project. She said there are no significant open green spaces planned except for one area along the lakefront <br />and internal walkways are limited to narrow borders. She said there is room on this parcel for walking trails and green space; <br />however, it cannot coexist with this level of density and intensity. <br />Mr. Randy Lightbody, 205 Ranch Road, Winter Park, Florida, came forward to speak in opposition to this project. Mr. <br />Lightbody said it is a beautiful project but the problem is it is just too big. He said that this is a rural area. He said that the <br />
