The PRD Standards A -D allowing flexibility for various parts of the design may be amended to the satisfaction of <br />the City Attorney. <br />7. The applicant will demonstrate compliance with the minimum square footage requirements applicable to this <br />project prior to the issuance of the building permit, subject to the City Commission's approval of minimum square <br />footage for Memory Care, Assisted Living, and Independent Living facilities. <br />B. The site plan is valid for one year. Failure to obtain a building permit within one year will result in the expiration <br />of the site plan approval. <br />9. All conditions must be fully executed or the site plan becomes null and void. <br />Mr. Sorensen explained that conditions 5, 6 and 7 were added to the conditions of approval after the staff report was <br />sent to the Planning and Zoning Commission and he requested they be included in their approval. <br />Mr. Hale asked the applicant to come forward. Mr. Kevin Bessolo, 556 Central Avenue, St. Petersburg, Florida came <br />forward. Mr. Bessolo said that he is the architect for the project and he is representing Allegro Senior Living. He reviewed a <br />PowerPoint presentation that provided an overview of Allegro's existing facilities and specific details for the Casselberry <br />project (a copy is attached and made a part of the minutes). Mr. Bessolo said a civil engineer, a landscape architect, a traffic <br />consultant and an environmental consultant are available at tonight's meeting to answer questions. <br />Mr. Bessolo said the benefits that are being proposed to the community are: <br />1. Within 5 miles there are over 6,000 residents over 85 years old. <br />2. All the competition within that 5 mile radius is at 95% or higher occupancy. The need is here in this <br />community. <br />3. The traffic impact of a senior living facility is very minimal. He said the traffic consultant has analyzed <br />that if the 133 units of multi - family, that is allowable by City Code on this site, would generate three <br />times the amount of traffic generated by a senior living facility. <br />4. Stormwater retention will be designed to meet City and St. Johns River Water Management District <br />requirements. <br />5. The utility impacts are much less than what a multi - family development would generate. <br />6. 6.95 acres is being dedicated as a conservation easement on the north side. There would be no <br />development in that area. <br />7. The impact to contiguous properties is very minimal. <br />In response to the Commission's question, Mr. Bessolo reviewed the construction materials that would be used on <br />the project. He said long term durability is very important to the client. A brief discussion ensued regarding field trips for the <br />residents, retaining walls and fencing for the project, view of pool area, the use of 4 story buildings in other Allegro projects, <br />parking layout and any proposed plans for the installation of a dock. <br />Mr. Hale explained that there is a three minute limit for each person to speak during the audience participation <br />portion of the meeting. He requested that comments be addressed to the Commission. <br />
