Planning & Zoning Commission/ <br />Local Planning Agency <br />October 8, 2014 <br />Page 4 <br />Mr. Hale asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, the request. <br />Ms. Gloria Cooper, 1245 Howell Point, Winter Park, Florida, came forward to speak in opposition to this project. Ms. Cooper <br />said it is the largest and tallest commercial building near their rural setting. She expressed a concern with the amount of <br />impervious surface area. She said the site is surrounded by low and medium density residential and the residents have made <br />substantial investments in their property to enjoy a quiet lifestyle. She said the development will depend heavily on Lake Ann <br />Lane which is only a half mile of narrow rural road. <br />Ms. Shirley Hayes, 2764 Lake Howell Lane, Winter Park, Florida, came forward to speak in opposition to this project. <br />Ms. Hayes said she has lived there since the early 1960's. Ms. Hayes expressed a concern with the increase in traffic on <br />Lake Ann Lane and Lake Howell Lane. Ms. Hayes was also concerned with the impact to the water system in the area and <br />the height of the building. <br />Ms. Holly Johnson, 202 Ranch Road, Winter Park, Florida, came forward to speak in opposition to this project. Ms. <br />Johnson said that the only access to her neighborhood is Lake Ann Lane. She felt that the Allegro Development was <br />inconsistent with the City of Casselberry's Comprehensive Plan. She said the height of the development is not compatible <br />with the nearby uses. She said the development fails to increase the building setbacks to mitigate the impact on the <br />surrounding neighborhoods and the architectural design is not compatible with the residential uses in the area. Ms. Johnson <br />said the development is not providing sufficient tree protection and landscaping to make it compatible with the surrounding <br />neighborhoods. <br />Ms. Mary Lightbody, 205 Ranch Road, Winter Park, Florida, came forward to speak in opposition to this project. Ms. <br />Lightbody felt that this development would disturb the wildlife in the area with the removal of a large amount of trees and <br />shrubs that buffer the lake from Lake Howell. Ms. Lightbody felt that the impact analysis in the staff report was inaccurate and <br />the changed conditions section in the staff report is misleading. She said the staff report notes that the area was once rural <br />and it is now more developed. Ms. Lightbody said aside from the two examples given in the staff report of LA Fitness and <br />Office Depot, the remaining neighborhoods of Lake Ann Estates and Lake Howell Lane are still quite rural. She said that <br />neither of two buildings referenced in the staff report are over two stories and are located along the heavily commercialized <br />area of State Road 436. <br />
