All landscaping shall remain in a healthy state and be kept free of weeds and overgrowth. <br />4. Vehicles shall only be serviced within the existing structure. <br />5. The property shall remain free of graffiti. Upon notice by the City, the applicant will have fifteen days to remove <br />(or paint over) all graffiti on the property. <br />6. The building shall maintain a uniform color. <br />7. Vehicle parking shall only be permitted north of the building and shall be limited to two vehicles. Vehicles parked <br />in this area shall not be marked with vehicle signage. All vehicles shall have current tags and shall conform to <br />Section 82.13 of the City's Code of Ordinances provided as Exhibit B in the staff report which, among other <br />things, prohibits inoperable vehicles to remain on a property unless such vehicle is within a completely enclosed <br />building. <br />8. The vehicular services shall not be for the public. <br />9. Retail sales shall not be permitted on -site. <br />10. The conditional use shall commence within 90 days of the approval. <br />11. The conditional use shall expire if the use is discontinued for more than 90 days. <br />12. All of the above conditions shall be fully and faithfully executed or the conditional use shall become null and void. <br />A brief discussion ensued regarding the vehicles parked on the site, requiring the wall to be a uniform color, the traffic <br />flow and noise concerns. <br />Mr. Henson asked the applicant to come forward. The applicant was not present at the meeting. <br />Mr. Henson asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, the <br />request. No one came forward. <br />After a brief discussion, Mr. Henson asked for a motion to address CU 14 -18. Mr. Bakalla made a motion that the <br />Planning and Zoning Commission approve CU 14 -18, to allow vehicle services at 100 Seminola Boulevard based on the <br />findings of fact and conclusions of the staff report dated September 10, 2014, and changing condition No. 6 to read: "The <br />building and the wall (east side of the building) shall maintain a uniform color ". Mr. Bryan seconded the motion. The motion <br />passed unanimously by voice vote. <br />A recess was taken at 7 :35 p.m. and the meeting reconvened at 7:40 p.m. <br />Twelfth Item of Business: CU 14 -19: 1870 SR 436 - El Balcon. Conditional use request for an SRX (beer /wine /liquor) <br />license. <br />Mr. Jason Sorensen, Planner I, reviewed the information provided in his memorandum dated September 10, 2014, <br />and a PowerPoint presentation to the City of Casselberry Planning and Zoning Commission. Mr. Sorensen said staff <br />recommends approval with the following conditions: <br />1. The conditional use shall be limited to the location of 1870 State Road 436. <br />2. All sales and consumption of alcoholic beverages shall be on -site and indoors. <br />3. The sale of alcohol shall not exceed 49% of total revenue. <br />
