Vehicle sales shall only be for personal use automobiles (cars, sport utility vehicles, mini -vans) and shall not be <br />for boat, utility trailer, or recreational vehicle (RV) sales. <br />3. There shall be no vehicular sales signage visible from the public right -of -way. <br />4. The vehicle sales use is only permitted in conjunction with the current vehicular services business. <br />5. The conditional use shall commence within 120 days of the approval. <br />6. The conditional use shall expire if the use is discontinued for more than 90 days or if the current vehicular <br />services business is discontinued. <br />7. All of the above conditions shall be fully and faithfully executed or the conditional use shall become null and void. <br />A general discussion ensued regarding how the City would regulate the number of vehicles for sale on the site. <br />Mr. Henson asked the applicant to come forward. Mr. Bill Allen, 1240 Rolling Lane, Casselberry, Florida came <br />forward. Mr. Allen said that he has owned Mechanics Plus for over 12 years. Mr. Allen said that he suggested the limits for <br />the number of cars for sale on the site to staff. He said it is a good fit for a family business to assist his customers purchase <br />used cars. He said that his intention is to help his customers and make a little bit of money at the same time. <br />Mr. Allen said that he provided documentation to staff from the property owner granting permission to sell cars from <br />his business. <br />Mr. Henson asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, the <br />request. No one came forward. <br />Mr. Henson asked for a motion to address CU 14 -17. Mr. Bryan made a motion that the Planning and Zoning <br />Commission approve CU 14 -17, to allow vehicle sales, in conjunction with the operation of a vehicle services use located at <br />484 State Road 436, based on the findings of fact and conclusions of the staff report dated September 10, 2014, and the <br />conditions outlined in the staff report. Mr. Van Meter seconded the motion. The motion passed unanimously by voice vote. <br />Eleventh Item of Business: CU 14 -18: 100 Seminola Boulevard - Vehicle Service. Conditional use request to service <br />vehicles in the CG zoning district. <br />Mr. Jason Sorensen, Planner I, reviewed the information provided in his memorandum dated September 10, 2014, <br />and a PowerPoint presentation to the City of Casselberry Planning and Zoning Commission. Mr. Sorensen said staff <br />recommends approval with the following conditions: <br />A landscape strip shall be provided adjacent to the Seminola Boulevard right -of -way as indicated in the picture <br />shown on page 7 of the staff report. Asphalt shall be removed from this area. Four understory trees and at least <br />twenty -three shrubs spaced three feet apart shall be provided. The shrubs shall be a height of 36" upon planting <br />and maintain a mature height of at least five feet. The understory trees shall be at least 12 feet in height and 2.5" <br />Diameter at Breast Height upon planting. Irrigation shall also be provided. The applicant shall submit a <br />landscape plan for approval by staff. <br />The landscaping should be completed within 90 days of this approval. <br />
