No one came forward. <br />Mr. Meadows asked for a motion to address CU 14 -06. Mr. Hale made a motion to approve CU 14 -06 to <br />allow the on -site consumption of beer and wine as allowed by the 2COP state license, in conjunction with the <br />operation of a restaurant located at 103 State Road 436, based on the findings of fact and conclusions of the staff <br />report dated April 9, 2014, and the ten conditions outlined in the staff report with special note of condition number 2 <br />staff preferred site plan as presented tonight. Mr. Weinroth seconded the motion. The motion passed unanimously <br />by voice vote. <br />Ninth Item of Business: SPR 14 -04 — Basketball Court at Place of Worship: Major site plan review to <br />construct a 1,380 square foot "half" basketball court at 2610 South Highway 17/92. <br />Mr. Jason Sorensen, Planner I, reviewed the information provided in staffs memorandum dated April 9, <br />2014, to the City of Casselberry Planning and Zoning Commission. Mr. Sorensen said Staff recommends the <br />Planning and Zoning Commission approve the major site plan application for a basketball court (SPR 14 -04). He <br />said the recommendation is based on the site plan attached to the staff report, the findings of fact and conclusions of <br />the staff report dated April 9, 2014, and subject to the following conditions: <br />1, The chain link fence shall be replaced by a solid fence 6 foot high to the rear of the property along the <br />western boundary and shall extend the western boundary at least 12 feet along the Northern and <br />Southern boundary. The applicant would like to replace the 6 foot fence with viburnum shrubs which <br />would meet the minimum height of 24 inches per Code. The chain link fence would remain on the site. <br />2. The addition of lighting in the future will require a building permit and a photometric /lighting inspection. <br />3. The site plan approval shall be valid for one year. An extension request may be submitted prior to the <br />expiration of this approval. <br />4. All of the above conditions shall be fully and faithfully executed or the site plan shall become null and <br />void. <br />A brief discussion ensued regarding adding the virburnum shrubs, noise concerns for the adjacent <br />neighbors and adding time restrictions for use of the basketball court to reduce noise concerns for the adjacent <br />neighbors. <br />
