Planning & Zoning Commission/ <br />Local Planning Agency <br />April 9, 2014 <br />Page 3 <br />9, 2014, and the discussions at the April 9, 2014 Planning and Zoning Commission hearing. He said the <br />recommendation is subject to the eight conditions provided in the staff report dated April 9, 2014 including the <br />approval of the modification to Section 2 -7.25 — Churches, to reduce the eastern setback from 25 feet to 10 feet. Mr. <br />Bryan seconded the motion. The motion passed unanimously by voice vote. <br />Seventh Item of Business: SPR 14 -03 — Chipotle: Major Site Plan Review to add eleven parking spaces at an <br />existing developed site (old Pancho's location) at 103 State Road 436. <br />Mr. Jason Sorensen, Planner I, reviewed the information provided in his memorandum dated April 9, 2014, <br />to the City of Casselberry Planning and Zoning Commission. Mr. Sorensen reviewed the parking option that was <br />discussed at the Development Review Committee (DRC) meeting and the staff preferred parking option (a copy is <br />attached and made a part of the minutes). He said that staffs preferred parking option eliminates a lot of conflicts <br />that are present in the DRC parking option. Mr. Sorensen explained that if the Planning and Zoning Commission <br />adopts staff's preferred parking option, the landscaping along the front of the site would need to be modified to <br />accommodate the change to the parking area, <br />Mr. Sorensen said staff recommends approval. He said that the Planning and Zoning Commission's <br />approval of SPR 14 -03, site plan for Chipotle restaurant at 103 State Road 436, should be based on the information <br />provided in the staff report dated April 9, 2014, the staff preferred site plan provided in tonight's presentation and the <br />landscape plan dated March 10, 2014 with the changes needed to accommodate staffs preferred site plan, the <br />building elevations provided in the staff report, and the following conditions: <br />1. All Public Works issues must be addressed prior to issuance of a site construction permit. <br />2. All landscaping must remain in good condition and be kept free of weeds and overgrowth. <br />3. All conditions must be fully executed or the site plan becomes null and void. <br />4. The site plan is valid for one year. Failure to obtain a building permit within one year will result in the <br />expiration of the site plan approval. <br />A brief discussion ensued regarding the dumpster enclosure material, the parking lot layout, the patio area <br />and alcohol consumption must occur on -site. <br />Mr. Meadows asked the applicant to come forward. Mr. Jay Jackson, 3660 Maguire Boulevard, Suite 200, <br />Orlando, Florida came forward. In response to the Commission's question regarding the building material, Mr. <br />Jackson said that it is an EFIS system (synthetic stucco).
