Planning & Zoning Commission/ <br />Local Planning Agency <br />April 9, 2014 <br />Page 2 <br />Fifth Item of Business: Disclosure of Ex Parte Communications. <br />No disclosure of Ex Parte Communications was made by the Commissioners. <br />Sixth Item of Business: SPR 14.01 — Aloma Fellowship Hall: Major site plan review to construct a 9,792 <br />square foot fellowship hall at 1815 State Road 436. <br />Ms. Marie Regan, Planner II, reviewed the information provided in her memorandum dated April 9, 2014, to <br />the City of Casselberry Planning and Zoning Commission. Ms. Regan said Staff recommends that the Planning and <br />Zoning Commission approve the major site plan application for Aloma Fellowship Hall (SPR 14 -01). She said the <br />recommendation is based on the site plan dated April 2, 2014, the findings of fact and conclusions of the information <br />provided in the staff report dated April 9, 2014, and subject to the following conditions: <br />1. The Planning and Zoning Commission's approval of the modification to Section 2 -7.25 — Churches, to <br />reduce the eastern setback from 25 feet to 10 feet. <br />2. A shared access agreement shall be created between parcel 21- 30 -33- 300 -005F -0000 (Howell Park <br />Group) and parcel 33 -21 -30 -521- 0000 -0010 ( Aloma Church Properties Inc.) prior to receiving <br />Certificate of Occupancy. <br />3. All utility lines shall be placed underground (Section 3 -10.2 (4)) <br />4. All Public Works issues must be addressed prior to issuance of a site construction permit. <br />5. All required local, regional, state and federal permits shall be obtained before commencement of <br />development. <br />6. The property shall pass landscaping, irrigation, and photometric /lighting inspections prior to completion <br />of the project or issuance of a Certificate of Occupancy. <br />7. The site plan approval shall be valid for one year. An extension request may be submitted prior to the <br />expiration of this approval. <br />8. All of the above conditions shall be fully and faithfully executed or the site plan shall become null and <br />void. <br />A brief discussion ensued regarding the landscaping adjacent to the sidewalk area and the shared access <br />agreement. Mr. Meadows asked the applicant to come forward. Mr. Michael Moore, 1542 Royal Circle, Apopka, <br />Florida came forward. In response to the Commission's question, Mr. Moore explained that the church owns the <br />office park to the north and there will not be any issues in executing the shared assess agreement. <br />Mr. Meadows asked if there was anyone in the audience who wished to speak in favor of, or in opposition <br />to, the request. No one came forward. <br />Mr. Meadows asked for a motion to address SPR 14 -01. Mr. Wadley made a motion that the Planning and <br />Zoning Commission approve the major site plan application for Aloma Fellowship Hall (SPR 14 -01) based on the site <br />plan dated April 2, 2014, the findings of fact and conclusions of the information provided in the staff report dated April <br />
