Planning & Zoning Commission( <br />Local Planning Agency <br />March 12, 2014 <br />Page 4 <br />Mr. John Casselberry, 700 South Lost Lake Lane, Casselberry, Florida came forward. In response to Mr. Casselberry's <br />question, Mr. Sorensen stated that the City would retain ownership of their property. He suggested using a joint access drive and <br />adding a boat ramp for emergency access for the Fire Department. <br />A general discussion ensued regarding the applicant providing more detailed information for the proposed project. Ms. <br />Smith clarified that it was previously presented as a six story building; however, due to parking requirements it will require the <br />height of the building to be reduced. She said the renderings were not provided at tonight's meeting because the item before the <br />Planning and Zoning Commission is to review the future land use change and the rezoning. <br />In response to the Commission's question, Mr. Ramseur said they have completed a very extensive market study for <br />assisted living facility demand in the Central Florida area. Mr. Ramseur distributed a proposed rendering for the PRD (a copy is <br />attached and made a part of the minutes). He said they are trying to unify this so that the PRD concept will work within the <br />confines of the City's requirements. He said that they were not prepared tonight to provide any information regarding the vertical <br />construction because tonight's agenda item is to review the land use change and rezoning. <br />In response to the Commission's question, Mr. Ramseur said that a three story building would work financially for the <br />development. He said there are no intentions to go higher than 4 stories. <br />A general discussion ensued regarding the height of the building, the Commission's option to recommend changes to the <br />PRD's standards including height restrictions, decorative material for the fence /wall, an equitable cross access agreement and <br />adding parking requirements for an independent living facility. <br />Mr. Meadows asked for a motion to address LPA 14 -01. Mr. Wadley moved that the Planning and Zoning Commission <br />sitting as the Local Planning Agency for the City of Casselberry recommend approval of the medium density residential future land <br />use change request (LPA 14 -01) for the subject property as provided in the ordinance attached to the staff report as Exhibit A, <br />based on the staff report dated March 12, 2014, and the findings listing in the staff report.
