Planning & Zoning Commission/ <br />Local Planning Agency <br />March 12, 2014 <br />Page 3 <br />question, Mr. Sorensen said the future land use and rezoning process is to look at the proposed use and determine the potential <br />impacts to the adjacent properties. He said the standards are being set at this point for the proposed use. He said this project will <br />be required to go through the site plan approval process and will need to meet the adopted standards. Mr. Sorensen said that the <br />Planning and Zoning Commission is providing a recommendation to the City Commission for the future land use change and the <br />rezoning. He said the applicant will then begin the site plan review process that will require additional review by the Planning and <br />Zoning Commission and the City Commission. <br />In response to the Commission's question regarding the site plan review of the proposed project, Mr. Sorensen said that <br />the Planning and Zoning Commission can require changes during the site plan process. In response to the Commission's <br />question, Mr. Sorensen explained that the Planning and Zoning Commission approved the conceptual plan in August 2013 and the <br />City Commission approved it in September 2013 and it was stipulated that $135,000 would be provided by the developer for the <br />City to use to develop the park. Mr. Sorensen said there would be a stipulation in the PRD (Planned Residential Development) for <br />cross access and parking. <br />A general discussion ensued regarding parking requirements for an independent living facility, types of care facilities and <br />changing the slope of the pond. Ms. Smith said the purpose of this Planning and Zoning Commission meeting is to make a <br />recommendation to the City Commission. She said if the Planning and Zoning Commission would like to include conditions in their <br />recommendation for the PRD it could be included in their motion. <br />Mr. Meadows asked the applicant to come forward. Mr. Frank Ramseur, owner /applicant, 172 West Warren Avenue, <br />Longwood, Florida came forward. Mr. Ramseur said tonight's goal is to rezone and establish the land use for the property. He <br />said he was not addressing any specifics on the proposed project tonight. Mr. Ramseur estimated that this project would add $10 <br />million to the tax base. He said extensive market research has been done for this type of use and there is a market for this type of <br />living arrangement. Mr. Ramseur felt that this project would bring a unique opportunity to the City of Casselberry. <br />Mr. Meadows asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, the request. <br />Mr. James Fraleigh, 23 Teresa Court, Casselberry, Florida came forward to speak against this item. Mr. Fraleigh said that the <br />applicant has not provided information showing the need to change the zoning. He said the assisted living facility would create a <br />tax burden for the Fire and Police Departments. <br />
