Planning & Zoning Commission( <br />Local Planning Agency <br />March 12, 2014 <br />Page 2 <br />Mr. Meadows stated the Chair was open for a motion on the approval of minutes for the public meeting held on <br />Wednesday, November 13, 2013. Mr. Wadley moved to accept the November 13, 2013 minutes. Mr. Bryan seconded the motion. <br />The motion passed unanimously by voice vote. <br />Fifth Item of Business: Disclosure of Ex Parte Communications. <br />No disclosure of Ex Parte Communications was made by the Commissioners. <br />Mr. Sorensen presented LPA 14 -01 and ZB 14 -01 as one item. <br />Sixth Item of Business: LPA 14.01: FLU Change: Seasons Continued. Future Land Use change from Recreation Open <br />Space to Medium Density Residential for properties east of the Seminola Boulevard and Button Road intersection; and, <br />Seventh Item of Business: ZB 14 -01: Zoning Change to PRD: Seasons Continued. Zoning district change from (ROS) <br />Recreation Open Space and (R -12.5) Residential 12.5 to (PRD) Planned Residential Development for properties east of <br />the Seminola Boulevard and Button Road intersection. <br />Mr. Jason Sorensen, Planner I, reviewed the information provided in his memorandum dated March 12, 2014, to the City <br />of Casselberry Planning and Zoning Commission. Mr. Sorensen presented a PowerPoint presentation (a copy is attached and <br />made a part of the minutes). <br />LPA 14 -01 <br />Mr. Sorensen said that the Planning Division Staff recommends approval of the medium density residential future land <br />use amendment with the following findings: <br />1. It is consistent with the City's Comprehensive Plan. <br />2. It is compatible with the surrounding mix of zonings and land uses. <br />3. It will improve the economic development of the area and will increase property values. <br />ZB 14 -01: <br />Mr. Sorensen said Planning Division Staff recommends approval of the rezoning with the following findings: <br />1. It is consistent with the City's Comprehensive Plan. <br />2. It is consistent with the proposed Medium Density Residential (MDR) Future Land Use Map designation. <br />3. It is compatible with the surrounding mix of zonings and land uses. <br />4. It will improve the economic development of the area and will increase property values. <br />Mr. Sorensen requested the Planning and Zoning Commission provide two separate motions. Mr. Meadows clarified that <br />two separate motions would be required and the public participation and questions would be for both agenda items. <br />A general discussion ensued regarding development of the pond, the pond capacity, development, funding and <br />maintenance of the proposed park, and the type of material used for the decorative wall /fence.
