Mr. Wadley seconded the motion. <br />The motion passed unanimously by voice vote. <br />Ninth Item of Business: LPA 13 -10: Government Vehicle Exemption. An ordinance amending Code of <br />Ordinances, Part III, Article X, "Appearance, Design and Compatibility ", Section 3 -10.9. "Parking of Vehicles <br />in Residential Districts" to provide a screening exemption of governmental owned or operated utility trucks <br />used for emergencies. <br />Mr. Jason Sorensen, Planner I, reviewed the information provided in his memorandum dated November 13, <br />2013, to the City of Casselberry Planning and Zoning Commission (a copy is on file in the Community Development <br />Department). Mr. Sorensen explained in 2011 Ordinance 10 -1343 was adopted which required screening for <br />business vehicles which included utility trucks. He said that the Public Works Department has requested an <br />exemption for City utility bed trucks that are used by the employees for emergency purposes. <br />The changes to the Code are: <br />B. Permitted Use Vehicles. Vehicles that are permitted to be parked within the residential districts. <br />3. Additional requirements for business related vehicles. <br />c. Governmental emergency response vehicles. Sedan, pick -up, sport utility vehicles (SUV), <br />and /or van type vehicles that are owned er operated by governmental entities that are used to respond to emergency <br />situations, and that exceed the maximum four square feet of copy sign area requirement, have sign copy area on the <br />front and /or rear of the vehicle, or have reflective copy area, may be parked on residential property and shall be <br />exempted from the requirements of this Section related to sign copy. The vehicle may also have emergency type <br />attachments such as lights, sirens, and nudge bars. Utility bed trucks, with or without racks, operated by <br />governmental entities that are used to respond to emergency situations shall also be exempt from the requirements <br />of this Section. The subject vehicle may not exceed any of the other criteria provided in ULDR Section 3- 10.9.A. <br />Mr. Sorensen said Staff requests the Planning and Zoning Commission provide a favorable <br />recommendation to the City Commission for LPA 13 -10 to amend the City of Casselberry Code of Ordinances, Part <br />III, Unified Land Development Regulations, Article X, Appearance, Design and Compatibility, as provided in the <br />ordinance attached to the staff report dated November 13, 2013. <br />A discussion ensued regarding adding a definition for governmental, the exemption would apply to other <br />municipalities parking their emergency vehicles within the city limits of Casselberry, current parking arrangements for <br />these vehicles, and life safety issues. <br />Mr. Meadows asked if there was anyone in the audience who wished to speak in favor of, or in opposition <br />to, the request.
