Mr. Fraleigh said there needs to be some continuity between homeowners, business owners and <br />government. Mr. Fraleigh said that the City vehicles need to be parked on City property. <br />Mr. John Casselberry, 700 South Lost Lake Lane, Casselberry, Florida came forward. Mr. Casselberry said <br />this could result in a lot of emergency vehicles being parked in the City. He suggested researching what other cities <br />are doing regarding this issue. Mr. Casselberry said that a business that provides franchise fees should be allowed <br />some leeway. Mr. Casselberry suggested looking at the distance of their service area. <br />A discussion ensued regarding Casselberry being a small city, the vehicles are not used for life safety <br />issues and eliminating the exemption for private companies. Ms. Smith stated that the City's Public Works staff is on <br />call 24 hours. She explained the faster City staff can respond to a situation the less damage occurs to residents and <br />businesses which then affects how much the City has to pay out for those damages. <br />Mr. Meadows asked for a motion to address LPA 13 -10. Mr. Bryan made a motion that the Planning and <br />Zoning Commission provide a favorable recommendation to the City Commission for LPA 13 -10 to amend the City of <br />Casselberry Code of Ordinances, Part III, Unified Land Development Regulations, Article X, Appearance, Design and <br />Compatibility, as provided in the ordinance attached to the staff report dated November 13, 2013.
