Planning & Zoning Commission( <br />Local Planning Agency <br />November 13, 2013 <br />Page 6 <br />ordinance for 6 square feet per sign with a maximum square footage and to discuss the time period for temporary <br />signs. <br />In response to the Commission's question regarding the use of vehicles as temporary campaign signs, Mr. <br />Sorensen stated that it is addressed under prohibited signage. He said it states: "motor vehicle signs except when <br />the motor vehicle is actively engaged in making deliveries, pickups or otherwise actively in use and has as its primary <br />purpose some use other than a sign ". <br />Mr. Meadows asked if there was anyone in the audience who wished to speak in favor of, or in opposition <br />to, the request. Mr. James Fraleigh, 23 Teresa Court, Casselberry, Florida came forward. Mr. Fraleigh said he felt <br />restricting the size of something would restrict freedom of speech. Mr. Fraleigh said according to these rules, any <br />signage on a commercial vehicle would be considered a violation. He said we are suppose to be making this <br />community friendly and people use signs for many reasons. He said businesses want to advertise and this is making <br />it very restrictive. Mr. Fraleigh said according to the rules and regulations that are being presented tonight, the City is <br />in violation of this every day. He said you can't have a double standard. He said it needs to be fair for everyone. Mr. <br />Fraleigh said he felt that the verbiage presented violates freedom of speech and felt it was total harassment. <br />A discussion ensued regarding freedom of speech rights in regards to regulating signage and the proposed <br />changes presented at the meeting. <br />Mr. Meadows asked for a motion to address LPA 13 -07. Mr. Bryan made a motion that the Planning and <br />Zoning Commission provide a favorable recommendation to the City Commission for LPA 13 -07 to amend the City of <br />Casselberry Code of Ordinances, Part III, Unified Land Development Regulations, Article XVI, Signs, as provided in <br />the draft ordinance. Mr. Van Meter seconded the motion. <br />After a brief discussion regarding the changes that were made in staff's presentation, Mr. Bryan withdrew <br />his motion. Mr. Guzman made a motion that the Planning and Zoning Commission provide a favorable <br />recommendation to the City Commission for LPA 13 -07 to amend the City of Casselberry Code of Ordinances, Part <br />III, Unified Land Development Regulations, Article XVI, Signs, as provided in the ordinance found as Exhibit A in the <br />staff report dated November 13, 2013 that was incorporated in the agenda and City Attorney and Staff changes listed <br />
