Planning & Zoning Commission/ <br />Local Planning Agency <br />November 13, 2013 <br />Page 5 <br />Eighth Item of Business: LPA 13.07: Temporary Signs Continued. An ordinance amending Article XVI. <br />"Signs" to provide definitions, reorganize the temporary sign criteria, and provide new criteria. <br />Mr. Jason Sorensen, Planner I, reviewed the information provided in his memorandum dated November 13, <br />2013, to the City of Casselberry Planning and Zoning Commission (a copy is on file in the Community Development <br />Department). Mr. Sorensen said this item was first presented to the Planning and Zoning Commission at the July 10, <br />2013 meeting regarding political signs. He said during the meeting, the City Attorney expressed a concern with first <br />amendment issues. Mr. Sorensen said staff brought forward an ordinance at the September 11, 2013 Planning & <br />Zoning Commission meeting which generalized criteria for temporary signs and made a few other minor adjustments. <br />He said the Commission reviewed the ordinance and the following is a list of conclusions made at the September 11th <br />Planning & Zoning Commission meeting for temporary signage:, <br />1. Flags would be allowed and considered as permanent signage (no changes to current Code). <br />2. Change "edge of pavement" to "edge of roadway" in Section 2, A.1(c)(i) and A.2(c)(i) <br />3. A typical political sized sign — number of signs not to exceed 5 (residential) <br />4. No single residential sign larger than 6 square feet <br />5. Maximum height of 10 feet on non - residential properties and 5 feet on residential properties <br />6. Maximum 50 square feet of copy area for non - residential temporary signs <br />Mr. Sorensen presented a PowerPoint presentation (a copy is attached and made a part of the minutes). <br />Mr. Sorensen stated that the City Attorney suggested the following additional change to the proposed ordinance: <br />"Political Campaign signs: A sign which identifies a eandidate for oloofion to publiG Gffino. A temporary sign <br />erected or displayed for the purpose of expressing support for or opposition to a candidate or stating a position <br />regarding an issue upon which the voters of the City shall vote. <br />Mr. Sorensen also suggested changing the wording of "wood post signs" to "ground sign ". Mr. Sorensen <br />stated that the proposed ordinance does not address the issue of time frames allowed for the signs. Ms. Sorensen <br />reviewed the time frames allowed for each type of signage. <br />Mr. Sorensen said Staff requests the Planning and Zoning Commission provide a favorable <br />recommendation to the City Commission for LPA 13 -07 to amend the City of Casselberry Code of Ordinances, Part <br />III, Unified Land Development Regulations, Article XVI, Signs, as provided in the draft ordinance attached to the <br />November 13, 2013 staff report and the City Attorney and staffs recommended changes outlined in the PowerPoint <br />Presentation and also to make a decision on the size of signs for residential districts as it is proposed in the <br />
