The fence and columns shall not exceed six feet in height and shall not be enlarged in any way. <br />3. The fence shall be maintained in good repair and the good side must face out or the variance will become null <br />and void. <br />4. The fence shall be decorative alurninum and the columns shall be decorative stucco or brick. <br />5. Shrubs shall be located directly in front of the fence to be planted at a minimum height of 24" and spacing of 3 <br />feet maximum. A landscape plan shall be submitted and approved by staff. <br />6. An ordinance amending Article XVI. Signs. To <br />provide for definitions, reorganizing the Temporary Sign Section and provide for additional criteria. <br />Mr. Jason Sorensen, Planner I, stated that the ordinance continues to be reviewed and requested a continuance to <br />the November 13, 2013 Planning and Zoning Commission meeting. Mr. Meadows asked for a motion for LPA 13 -07. Mr. <br />Guzman made a motion to continue LPA 13 -07 to the November meeting. Mr. Wadley seconded the motion. The motion <br />passed unanimously by voice vote. <br />Eighth Item of Business: LPA 13 -09: Amend Chapter 86, Utilities. An ordinance amending portions of Chapter 86 to <br />delay payment of utility connection fees and charges. <br />Ms. Marie Regan, Planner II, reviewed the information provided in her memorandum dated October 9, 2013, to the <br />City of Casselberry Planning and Zoning Commission. Ms. Regan presented a PowerPoint presentation (a copy is attached <br />and made a part of the minutes). <br />Ms. Regan said the proposed ordinance would defer payment of utility benefit and connection fees and charges <br />from the time of issuance of the building permit to the issuance of the certificate of completion. She said delaying these <br />costs until the issuance of the certificate of completion provides a development incentive to the developer. Ms. Regan said <br />
