Planning & Zoning Commission/ <br />Local Planning Agency <br />October 9, 2013 <br />Page 5 <br />the neighborhood. Ms. Torres stated that the street lighting in the area could be improved in the area. She said that they <br />need a higher fence that is located closer to the street for more coverage and safety. <br />Mr. John Casselberry, 700 South Lost Lake Lane, Casselberry, Florida came forward. Mr. Casselberry said he was <br />not familiar with this area. He felt that a decorative fence would not be strong enough and suggested using a chain link <br />fence. <br />Ms. Shira Isaak, 2311 Venetian Way, Winter Park, Florida came forward to speak in favor of the variance request. <br />Ms. Isaak said that there have been problems with kids running near the street and they could get hurt. <br />Mr. James Fraleigh, 23 Teresa Court, Casselberry, Florida came forward. Mr. Fraleigh said there is a growing <br />concern among Casselberry residents with the City acquiring more property in the City but not taking care of the properties <br />they endeavor. He said they are asking for a fence to be safe and protected. Mr. Fraleigh felt that the fence regulations <br />were stupid. He said the proposed fence will eliminate a lot of safety issues. <br />Mr. Meadows asked for final comments from staff and the applicant. Mr. Sorensen stated that a condition of <br />approval stated an aluminum fence but staff could support a fence material that is more substantial that would provide the <br />security that they need. <br />In response the Commission's question, Mr. Dubov stated an application has been submitted to Seminole County <br />for a fence for the property to the north. He said the fence request to Seminole County would be similar to the request <br />submitted to the City. <br />A general discussion ensued regarding the criteria required for granting the variance, the fencing material, the <br />addition of landscaping to help screen the fence and the concern for security for the entire neighborhood. <br />Mr. Meadows asked for a motion to address BA 13 -05. Mr. Wadley moved that the Planning and Zoning <br />Commission grant the variance for a 6 foot fence to encroach 85 foot into the front yard with stucco columns for BA 13 -05, <br />for the property located at 708 Lake Howell Road. He said the motion is based on the Planning and Zoning Commission's <br />findings of fact and conclusions, the staff report dated October 9, 2013, the property survey attached as Exhibit B to the staff <br />report, and the findings of fact of the Planning and Zoning Commission at tonight's meeting and the following conditions of <br />approval: <br />
