Planning & Zoning Commission/ <br />Local Planning Agency <br />June 12, 2013 <br />Page 3 <br />Mr. Meadows asked if there was anyone in the audience who wished to speak in favor of, or in opposition <br />to, the request. Mr. James Fraleigh, 23 Teresa Court, Casselberry, Florida came forward. He felt that the fees in the <br />City continue to increase but there has been nothing to keep businesses in our City to pay our taxes. He said we <br />need the City to stand alone and look at what is best for our community. He said Casselberry is supposed to be a <br />family valued community. Mr. Fraleigh said there should be an effort to reduce the tax burden. He felt that if the <br />taxes are lower it will bring people to our community. <br />A brief discussion ensued regarding the implementation of impact fees for new development and <br />redevelopment and it is not a tax for the overall City. <br />In response to the Commission's question regarding the need to raise the impact fees, Ms. Regan explained <br />that overall the impact fees have increased slightly and the calculations have been based on various studies. She <br />said the impact fees for the other cities were provided for comparison purposes only. <br />Ms. Debra Babb - Nutcher, City Attorney, explained the City was required legally to conduct a study to justify <br />the impact fees. <br />In response to the Commission's question, Ms. Regan explained that the fees vary due to the demand of the <br />land use. A brief discussion ensued regarding the demand for services that needs to be paid for new development in <br />the City. <br />Mr. Meadows asked for a motion to address LPA 13 -04. Mr. Wadley made a motion for LPA 13 -04 that the <br />Planning and Zoning Commission provide a favorable recommendation to the City Commission to adopt the <br />proposed Impact Fee Schedule within the new Chapter 53, Impact Fees, as provided in the attached draft ordinance <br />and repealing Part II, Chapter 55 & 67 of the City Code and Part III, Section 4- 19.2 0) of the Unified Land <br />Development Regulations. Mr. Bryan seconded the motion. The motion passed unanimously by voice vote. <br />Seventh Item of Business: CU 1306 520 Queens Mirror Circle /Cynthia Bishop. Conditional use request to <br />replace a residential dock. <br />Mr. Jason Sorensen, Planner I, reviewed the information provided in his memorandum dated June 12, 2013 <br />to the City of Casselberry Planning and Zoning Commission (a copy is on file in the Community Development <br />Department). Mr. Sorensen provided a PowerPoint presentation (a copy is attached and made a part of the <br />minutes). <br />
