Planning & Zoning Commission/ <br />Local Planning Agency <br />June 12, 2013 <br />Page 2 <br />Fifth Item of Business: LPA 13 -02 Solicitors Permit Ordinance Continued. Amendments to the City Code, <br />Chapter 26, Businesses, Article III, Peddlers, Solicitors, Begging, Panhandling. <br />Mr. Sorensen, Planner I, requested this item be continued to the July 10, 2013 Planning and Zoning <br />Commission meeting to allow the City Attorney additional time to review the ordinance. Mr. Meadows requested a <br />motion to continue LPA 13 -02 to the July 10, 2013 Planning and Zoning Commission meeting. Mr. Wadley made a <br />motion to continue this item to the July 10, 2013 meeting. Mr. Bryan seconded the motion. The motion passed <br />unanimously by voice vote. <br />Sixth Item of Business: LPA 13 -04 Impact Fee Study Continued. Amending various Chapters within the City <br />Code to adopt the fees and structure for the recently adopted Impact Fee Study. <br />Ms. Marie Regan, Planner II, introduced the City's consultant, Ms. Nilgun Kamp, Tindale- Oliver & <br />Associates, to the Planning and Zoning Commission, Ms. Kamp stated that Mr. Steve Tindale was also present at <br />tonight's meeting. <br />Ms. Kamp and Ms. Regan presented a PowerPoint presentation with the overview of impact fees and the <br />result of the study (a copy is attached and made a part of the minutes). <br />Ms. Kamp stated the City implemented Transportation and Park Impact Fees in 1999 and Police and Park <br />Impact Fees in 2006. She explained that the City has not updated the impact fees since the fees were implemented. <br />Ms. Kamp said that the City retained Tindale- Oliver to ensure the City is in compliance with State Statute. <br />Ms. Kamp said that the final report was submitted to the City in March and in April a presentation was made <br />to the City Commission and the study was accepted. Ms. Kamp requested input from the Planning and Zoning <br />Commission regarding the Impact Fee Study. <br />Ms. Regan said some minor changes have been made to the ordinance since the agenda packet was <br />distributed but no changes have been made to the substance of the document. <br />Ms. Regan requested the Planning and Zoning Commission provide a favorable recommendation to the City <br />Commission for LPA 13 -04 to adopt the proposed Impact Fee Schedule within the new Chapter 53, Impact Fees, as <br />provided in the draft ordinance attached to the staff report and repealing Part II, Chapter 55 & 67 of the City Code <br />and Part III, Section 4 -19.2 Q) of the Unified Land Development Regulations. <br />
