Ms. <br />Smith said she would do some additional research regarding Seminole County's requirements for political signs. The <br />Commission decided that property owner authorization would be required for placement of political signs on vacant <br />and /or undeveloped sites. <br />A discussion ensued regarding the maximum number of signs allowed on a commercial site and it was <br />decided that the political signage should not be greater than what the Code allows for the regular commercial <br />signage. <br />Ms. Smith said she would make the necessary revisions to the draft ordinance and the City Attorney would <br />review the ordinance before it is brought back to the Commission for their final review. <br />Mr. Meadows asked if there was anyone in the audience who wished to speak in favor of, or in opposition <br />to, the request. Mr. James Fraleigh, 23 Teresa Court, Casselberry, Florida came forward. Mr. Fraleigh felt that the <br />sign requirements are abridging freedom of speech. He said a property owner has a right to have signs on their <br />property. He said putting restrictions on signage is a slippery slope down the drain. He said during his last <br />campaign, the City of Casselberry was actively taking his political signs and he had property owner authorization for <br />his signs. He felt that the City was violating their own sign rules by advertising businesses at City Hall. <br />Tree Information <br />Ms. Marie Regan, Planner II, presented a PowerPoint presentation (a copy is attached and made a part of <br />the minutes). A general discussion ensued regarding the burden on a commercial property owner for tree <br />replacement and classification of a duplex as commercial or residential. The Commission decided that a duplex <br />would remain as a commercial designation and no changes needed to be made to the residential tree replacement <br />requirements. <br />A general discussion ensued regarding the replacement for a dead tree, the cost calculation for tree <br />replacement and the additional burden on a property owner for providing more trees on a site than required by the <br />landscape code. <br />Mr. Meadows asked if there was anyone in the audience who wished to speak in favor of, or in opposition <br />to, the request. Mr. John Casselberry, 700 South Lost Lake Lane, Casselberry, Florida came forward. Mr. <br />Casselberry felt that duplexes were more closely related to single - family than multi - family.
