CASSELBERRY CITY COMMISSION <br />Minutes or January 13, 2014 — Regular Meeting <br />Page 8 or 22 <br />Recommendation: The City Manager and the Police Chief recommended approval of Budget Amendment <br />#14 -010 in the amount of $4,000 to purchase crime prevention and promotional material. <br />K. City of Casselberry Police Officers' and Firefighters' Pension Plan Annual Report of <br />Investment Activity <br />Introduction: This item provides for consideration of the City of Casselberry Police Officers' and <br />Firefighters' Pension Plan Annual Report of Investment Activity for the fiscal year ended September 30, 2013. <br />The report is submitted by Lt. Matthew Hettler, Board Secretary, and is provided for City Commission review <br />and acceptance. The report is a ministerial duty required under Florida Statutes and is provided for <br />information purposes only. <br />Budget Impact: There is no impact to the City Budget, <br />Recommendation: The City Manager and the Finance Director recommended acceptance of the City of <br />Casselberry Police Officers' and Firefighters' Pension Plan Annual Report of Investment Activity. <br />L. National Endowment for the Arts 2014 Our Town Grant Application <br />Introduction: This item provides for consideration to ratify a submittal for the National Endowment for the <br />Arts (NEA) for the fiscal year 2014 NEA Our Town grant in the amount of $150,000 with a city match of <br />$200,000. <br />Budget Impact: There is no impact to the City Budget at this time; however, if the grant is awarded, it <br />requires a non - federal match of at least 1 to 1. These matching funds may be all cash or a combination of cash <br />and in -kind contributions. Matching funds that are proposed are not required to be committed at the time of <br />the application deadline. The federal funding request amount is $150,000 with a City match of $200,000. The <br />proposed City match is comprised of: <br />- Melody lane Water Tower rehabilitation /artwork : $150,000 <br />- FY2014 Recreation Division Operating Budget (projected): $ 21,000 <br />- Donations/Event Proceeds: $ 10,500 <br />- Seminole Cultural Arts Council Grant: $ 2,000 <br />- In -Kind Materials, Labor, Marketing: $ 16,500 <br />If awarded, the grant work needs to be completed within two years. The water tower match ($150,000) would <br />be funded by the Water /Sewer utility, and the remaining items ($50,000) would be a combination of <br />donations /event proceeds, in -kind services, local grants, General Fund, and /or possibly CRA funds. <br />Recommendation: The City Manager, the Community Development Director, and the Public Works Director <br />recommended ratification of the submittal of the National Endowment of the Arts 2014 Our Town Grant <br />application. <br />
