CITIZENS' COMMENTS <br />Mayor Glancy announced persons that wished to make comment or make inquiry on any matter not on the <br />agenda, may request to be recognized during Citizens' Comments. Mayor Glancy announced the rules of <br />decorum. <br />Mr. James Fraleigh, 23 Teresa Court, voiced various concerns including back pay for City <br />employees; his perception that his constitutional rights had been violated by the City <br />Commission and the former Police Chief when he was asked to leave a Commission meeting <br />on March 25, 2010 and his right to take legal action against individuals and the City for <br />depriving him of those rights; and his belief that his freedom of speech is being violated when <br />lie is interrupted by the Mayor during his comments at meetings and is not allowed to <br />complete his allotted time for speaking. <br />During Mr. Fraleigh's comments, Mayor Glancy reminded him twice about the rules of decorum and <br />parliamentary procedure, stating that if he continued with the type of comments he was making, he would be <br />asked to be seated. <br />No one else came forward. <br />14. CITY MANAGER'S REPORT <br />Clarified that construction of the third section of the Casselberry Greenway Trail for which a contract <br />was awarded in the Consent Agenda would be funded mostly through the Local Agency Program <br />(LAP) agreement with Florida Department of Transportation (FDOT), and approval of those grant <br />funds was also approved under the Consent Agenda. <br />Reported that in response to direction from the Commission at the December 3, 2013 Commission <br />workshop, revisions had been made to the Acquisition Agreement and Option to Purchase for the City <br />Center properties and had been submitted to the developers, who had then suggested some additional <br />revisions. He further stated that both parties were working diligently towards completing the revised <br />agreement and he anticipated that the revisions would be concluded by Wednesday, January 15, 2014. <br />He added that he would then provide copies of the revised draft agreement to the Commission for <br />review. <br />15. CITY ATTORNEY'S REPORT <br />• Advised that a case management conference on the golf course litigation was scheduled in the next <br />couple of weeks, and it was possible that the trial date would be set at that time. <br />
