CASSELBERRY CITY COMMISSION <br />Minutes of January 13, 2014 — Regular Meeting <br />Page 14 of 22 <br />Staff Presentation: Water Resources Manager Alan Ambler stated that significant savings had been <br />accomplished by opening the purchase of the carbon filter vessels and media up for bid, including a tax <br />savings, and this item was simply requesting approval of award of the bid. He added that the Consent Agenda <br />had included approvals of several items associated with this project, which also provided a savings to the City. <br />Audience Participation: No one came forward to address Resolution 14 -2562. <br />Budget Impact: Necessary funding in an amount not to exceed $817,210 for the purchase of the Granular <br />Activated Carbon (GAC) vessels and related media was provided in the FY2014 budget and is available in the <br />Public Works Water Production Improvements Other than Building Account #401- 0754 - 533.63 -24. <br />Recommendation: The City Manager and the Public Works Director recommended approval of Resolution <br />14 -2562, <br />MOTION: Commissioner Aramendia moved to approve Resolution 14 -2562, as presented. <br />Motion was seconded by Commissioner Solomon. Motion carried unanimously <br />by voice vote 5 -0. <br />10. FIRST READING OF ORDINANCES <br />A. Ordinance 14 -1402 — Adoption of Capital Improvement Program as Part of the City <br />Comprehensive Plan <br />The City Clerk read Ordinance 14 -1402 by title as follows: <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, TO ADOPT THE FIVE YEAR <br />CAPITAL IMPROVEMENT SCHEDULE 2014 -2018 AS PART OF THE CITY'S COMPREHENSIVE <br />PLAN IN ACCORDANCE WITH MANDATES SET FORTH IN CHAPTER 163, FLORIDA <br />STATUTES; PROVIDING FOR CONFLICTS, SEVERABILITY, AND AN EFFECTIVE DATE." <br />Staff Presentation: Community Development Director Sandra Smith gave a brief overview of the item, <br />explaining that included in the City's budget which is adopted each September is a 5 -10 year Capital <br />Improvement Plan which determines deficiencies there may be in public facilities and sets out a plan to spread <br />the monies over those periods of time to correct those deficiencies. She added that it also provides for <br />accommodation of desired future growth and replacement of obsolete or worn out facilities. <br />Ms. Smith advised that the Florida State Department of Economic Opportunity has required that the City adopt <br />by ordinance into the City's Comprehensive Plan the same the Capital Improvement Plan which was adopted <br />as part of the budget, making this essentially a housekeeping issue for the Commission. She added that if <br />approved on first reading, the ordinance would be advertised for a second reading and public hearing at the <br />February 10, 2014 City Commission meeting. <br />Budget Impact: There is no impact to the City Budget. <br />
