Aramendia moved to approve Ordinance 14 -1402 on first <br />reading, as presented. Motion was seconded by Vice Mayor Hufford. Motion <br />carried unanimously by voice vote 5 -0. <br />B. Ordinance 14 -1404 — Amendments to the ULDR Article XVI, Signs <br />The City Clerk read Ordinance 14 -1404 by title as follows: <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, AMENDING THE CITY OF <br />CASSELBERRY CODE OF ORDINANCES, PART III, ARTICLE XVI, "SIGNS ", DEFINITIONS TO <br />INCLUDE "ATTENTION GETTING DEVICES," "FLAGS," "FEATHER FLAGS" AND <br />"POLITICAL SIGNS;" REORGANIZE AND AMEND THE TEMPORARY SIGN REGULATIONS <br />PROVIDING FOR GENERAL CRITERIA SUCH AS SIZE, NUMBER, AND PLACEMENT; <br />ADDING ATTENTION GETTING DEVICES TO PROHIBITED SIGNS; PROVIDING NEW <br />CRITERIA FOR PLACEMENT OF GRAND OPENING SIGNAGE; PROVIDING FOR <br />CODIFICATION, CONFLICTS, SEVERABILITY, AND EFFECTIVE DATE." <br />Presentation: Planner Jason Sorensen gave a brief overview of Ordinance 14 -1404, explaining that the <br />proposed amendments included new definitions, clarification regarding existing code, and specific criteria <br />regarding size, height, number of signs and placement. <br />Discussion: A brief discussion ensued regarding some of the specific criteria and definitions; addition of <br />allowance for some wood sign posts in lieu of or in addition to temporary trailer signs for advertising; size and <br />number requirements for residential and commercial; and exemptions. <br />Mr. Sorensen and Ms. Reischmann advised that there would be some minor changes to the ordinance relating <br />to the exemptions for flags to clarify the limitations, and that if approved tonight, the ordinance including those <br />minor changes would be brought back for second reading at the February 10, 2014 Commission meeting. <br />Audience participation: The following individuals came forward to address Ordinance 14 -1404. <br />1. Mr. James Fraleigh, 2' ) Teresa Court spoke in opposition to the ordinance, expressing his <br />opinion that the restrictions the City placed on the use of signs by residents and businesses <br />was a violation of their right to freedom of speech. <br />2. Mr. Ed Bakalla, 560 Marigold Road, expressed concerns on behalf of his community <br />association regarding the restrictions which might be placed on the use of their entrance <br />monument signs for announcement of events, and the signs they place throughout the <br />community for temporary issues such as their community yard sale. <br />
