CASSELBERRY CITY COMMISSION <br />Minutes of December 9,2013— Regular Meeting <br />Page 21 of 24 <br />13. CITIZENS' COMMENTS <br />Mayor Glancy announced persons that wished to make comment or make inquiry on any matter not on the <br />agenda, may request to be recognized during Citizens' Comments. Mayor Glancy announced the rules of <br />decorum. <br />1. Mr. Richard Henderson, 127 Mark David Boulevard, commended Mr. Newlon on his <br />performance during his first year. He also expressed how much he enjoyed the fire truck <br />coming through the neighborhoods with Mr. and Mrs. Claus and their elves. He added that it <br />was the first time he had experienced it due to his 15 years of service on a board which met on <br />Thursday nights, and it made him feel like a kid again for a few moments. He thanked the <br />Fire and Police Chiefs and all the staff and volunteers who made this event happen. <br />2. Mr. John Casselberry, 700 South Lost Lake Lane, expressed some concerns aboutthe Oxford <br />Road study relating to the parking on Oxford Road and narrowing from four to two lanes. <br />3. Mr. James Fraleigh, 23 Teresa Court, voiced concerns about the loss of businesses caused by <br />the two flyover projects and back pay he felt was owed to City employees. He also expressed <br />concern about what he perceived to be a violation of his constitutional rights by the City <br />Commission and Police Department relating to an incident in 2010. <br />No one else came forward. <br />14. CITY MANAGER'S REPORT <br />• Reminded everyone of the Tree Lighting event on Friday, which would also coincide with the Art and <br />Music in the Park, Food Truck Bazaar and Movie in the Park events. <br />• Recognized Dr. Kelly Brock for being elected to serve as the Vice Chairman of the Transportation <br />Technical Committee for Metroplan Orlando. <br />• Commended staff on the city -wide holiday decorations and the success of the Santa Run. <br />• Commended Human Resources staff for coordinating a successful holiday party for the City's <br />employees. <br />15. CITY ATTORNEY'S REPORT <br />• Reported she had been notified that the golf course owners had filed a Notice for Trial indicating the <br />case was ready for trial and they had requested one day for the trial. She estimated the Court would <br />set the trial for some time within the next six months. <br />16. CITY CLERK'S REPORT <br />• Thanked the Commission for adopting Ordinance 13 -1399 at tonight's meeting. She clarified that <br />currently state law mandates that certain statewide candidates and multi- county candidates only file <br />
