Motion was seconded by Commissioner Aramendia. Motion <br />carried unanimously by voice vote 5 -0. <br />C. Ci1y Manager Performance Evaluation Summary <br />Staff Presentation: Human Resources Manager Andy Brooks explained that the City Manager's contract <br />provides for an annual performance evaluation and at the October 28, 2013 City Commission meeting the <br />Commission had approved the evaluation form and process to be used and requested a summary of the result. <br />Mr. Brooks further explained that evaluations were completed by each Commissioner and each reviewed his or <br />her evaluation at one -on -one meetings with the City Manager. He stated that he was then provided with the <br />evaluation forms which were used to compile the results being presented tonight. <br />Mr. Brooks explained that the results summary contained two charts, one with the average scores by <br />Commissioners and one with average scores by category. He advised that the average scores by Cornrnissioner <br />received for Mr. Newlon ranged from 5.0, Excellent, which was the highest score, to 4.0, which was Above <br />Standard. He then explained that the second chart provided for average scores for the following categories: <br />Communication; Democratic Responsiveness; Departmental Operations; Fiscal Management; Policy <br />Execution; Professional Skills and Integrity; Relations with City Commission; and Staff Effectiveness. He <br />advised that Mr. Newlon's scores for this portion of.the evaluation ranged from 4.4 to 4.9 which were all <br />Above Standard. Mr. Brooks also noted that in addition to the annual evaluation, the City Manager's contract <br />provided for an annual COLA and /or merit pay increase in an amount determined by the City Commission and <br />this may be an appropriate time to discuss it. He added that copies of the evaluations were available in the <br />Human Resources Division, and he was available to answer any questions. <br />Discussion: A brief discussion ensued in which each of the Commissioners commended Mr. Newlon on his <br />job performance during his first year as City Manager, noting that there had been some difficult issues to deal <br />with. Also discussed was the rate and effective date should a pay increase be agreed upon by the Commission. <br />In response to questions from the Commission, Mr. Newlon advised that his current salary was $125,000, and <br />that the COLA increase which had been approved and budgeted for all City employees was 3 %. <br />Budget Impact: There is no impact to the City Budget. <br />Recommendation: The City Manager recommended review of his performance evaluation summary for <br />FY12 -13. <br />MOTION: Commissioner Aramendia moved to approve a three (3) % percent cost of <br />living adjustment (COLA) for City Manager Randy Newlon, effective January <br />1, 2014. Motion was seconded by Vice Mayor Hufford. Motion carried <br />unanimously by voice vote 5 -0. <br />Mr. Newlon thanked each of the Commissioners for the feedback provided to him in their evaluations of his <br />performance, and for their generosity in approving the COLA increase for him. <br />
