CASSELBERRY CITY COMMISSION <br />Minutes of December 9, 2013 — Regular Meeting <br />Page 17 of 24 <br />provided to all property owners within 300 feet and no objections or comments regarding the proposed change <br />had been received as of this date. She further explained that the Planning and Zoning Commission had <br />reviewed this request at its November 13, 2013 meeting and provided a recommendation for approval by the <br />City Commission. She added that if approved on first reading, a public hearing notice would be advertised in <br />the Orlando Sentinel for the January 13, 2014 City Commission meeting at which the ordinance would be <br />considered for second reading and adoption. <br />Ms. Smith advised that the Planning and Zoning Cormnission found that this proposed rezoning is consistent <br />with the City's Comprehensive Plan, compatible with the surrounding zoning and land uses, will not negatively <br />impact the City's ability to provide services and is consistent with the properties' MTMU Future Land Use <br />Designation. She added that staff was requesting that the City Commission approve Ordinance 13 -1401 on first <br />reading and advised that a representative of the applicant was present for any questions. <br />A representative of Aloma Baptist Church, Mr. Cass Suvongse, 1053 N Orlando Avenue, addressed the <br />Commission and requested approval of the request for rezoning. In response to questions fi•om Commissioner <br />Solomon, he advised he would be able to provide a copy of drawings for the fellowship hall at the time of the <br />second reading and the building would be made of concrete. <br />Audience participation: No one came forward to address Ordinance 13 -1401. <br />MOTION: Commissioner Aramendia moved to approved Ordinance 13 -1401 on first <br />reading, as presented. Motion was seconded by Commissioner Solomon. <br />Motion carried unanimously by voice vote 5 -0. <br />11. PUBLIC HEARINGS <br />A. Second Reading of Ordinance 13 -1399 — Electronic Filing of Campaign Finance <br />Reports <br />The City Cleric read Ordinance 13 -1399 by title as follows: <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, AMENDING CHAPTER 2, <br />ARTICLE II, SECTION 2 -35 (f), ELECTION PROCEDURES, OF THE CITY OF CASSELBERRY <br />CODE OF ORDINANCES; ELIMINATING THE REQUIREMENT FOR FILING PAPER <br />CAMPAIGN FINANCE REPORTS WITH THE CITY CLERK; PROVIDING FOR CONFLICTS, <br />SEVERABILITY, CODIFICATION AND AN EFFECTIVE DATE." <br />Notice of Public Hearing: The Notice of Public Hearing for Ordinance 13 -1399 was advertised in the <br />Orlando Sentinel on Thursday, November 28, 2013. <br />Staff Presentation: City Cleric Donna Gardner gave a brief overview of the item, stating that Ordinance 13- <br />1399 was being brought forward for Cormnission consideration to eliminate the requirement for city candidates <br />for elected office to file paper campaign finance reports in addition to filing electronically. She explained that <br />in 2009 the City had implemented the requirement to file electronically in addition to the paper. She advised <br />that since that time the City had gone through two election cycles and she had found that process to be a <br />sufficient and efficient way of conducting business allowable under state statutes. <br />
