CASSELBERRY CITY COMMISSION <br />Minutes of December 9, 2013 — Regular Meeting <br />Page 18 of 24 <br />Ms. Gardner further advised that in the 2013 spring legislative session, the State Legislature had increased the <br />frequency of campaign finance reports significantly to literally double what was required in the past. She <br />added that it was staff's recommendation that the City Commission consider adoption of Ordinance 13 -1399 <br />on second and final reading. <br />Budget Impact: This item has no impact to the City Budget. <br />Recommendation: The City Manager and the City Clerk recommended adoption of Ordinance 13 -1399 on <br />second and final reading. <br />Public Hearing: Mayor Glancy opened the public hearing relative to Ordinance 13 -1399. The following <br />individuals came forward: <br />1. Mr. James Fraleigh, 23 Teresa Court, spoke in opposition to Ordinance 13 -1399, citing <br />concerns about the reliability of computers and the loss of information in the event of a crash, <br />and also the hardship it would present to those not having their own personal computer. <br />2. Mr. John Casselberry, 700 South Lost Lake Lane, also spoke in opposition to Ordinance 13- <br />1399, stating he felt there should be an option to either file electronically or on paper. He <br />added that he felt the City Clerk should always retain a paper copy and also expressed some <br />concerns about electronic signatures. <br />No one else came forward. Mayor Glancy closed the public hearing relative to Ordinance 13 -1399. <br />MOTION: Commissioner Aramendia moved to adopt Ordinance 13 -1399 on second and <br />final reading, as presented. Motion was seconded by Commissioner Solomon. <br />Motion carried unanimously by voice vote 5 -0. <br />12. OTHER ITEMS <br />A. Request for Reduction of Code Enforcement Lien —123 Triplet Lake Drive, CE -11- <br />00423 <br />Staff Presentation: Community Development Director Sandra Smith explained that this item was a request <br />from the property owner for a lien reduction from $14,400 to $0.00 for a violation at the property located at <br />123 Triplet Lake Drive. She advised that the violation was related to land clearing and filling that occurred on <br />the property on February 2, 2011. She explained that the property owner had been notified that it was illegal <br />clearing and fill that occurred on the site and that Public Works staff had worked very closely with the owner <br />trying to resolve the issue. <br />Ms. Smith advised that the property continued to be in violation for 144 days after the fine was imposed at <br />$100 per day at the September 8, 2011 Code Enforcement Board hearing. She further advised that the <br />property owner had requested a reduction or elimination of the lien from the Code Enforcement Board at its <br />November 14, 2013 meeting. However, after a review of the case, the Board provided a recommendation that <br />the City Commission not waive or reduce the lien.
