CASSELBERRY CITY COMMISSION <br />Minutes of November 12, 2013 — Regular Meeting <br />Page 4 of 16 <br />Budget Impact: There is no impact to the City Budget at this time. <br />Recommendation: The City Manager and the Community Development Director recommended approval of <br />Resolution 13 -2545. <br />C. Resolution 13 -2546 — Declaration of City -Owned Parcel ID #10-21-30- 501 -0000- <br />0580 on Park Drive as Suralus Property <br />"A RESOLUTION OF THE CITY OF CASSELBERRY, FLORIDA, DESIGNATING PARCEL ID <br />#10- 21 -30- 501- 0000 -0580 ON PARK DRIVE, CASSELBERRY, FLORIDA AS SURPLUS <br />PROPERTY; PROVIDING FOR CONFLICTS, SEVERABILITY, AND EFFECTIVE DATE." <br />Introduction: Resolution 13 -2546 designates Parcel ID #10-21--'10-501-0000-0580 located on Park Drive, <br />Casselbeny, Florida, as surplus property. <br />Background: On September 25, 2006, the City Commission approved Resolution 06 -1714 which introduced <br />a set of policies and procedures for the sale or disposition of City-owned property. These policies and <br />procedures were later updated and amended on October 27, 2008 with the adoption of Resolution 08 -1938. As <br />part of these policies and procedures, the City Commission must authorize the declaration of City-owned <br />properties as "surplus" in order to sell or dispose of those properties. <br />Discussion: At the February 25, 2013 meeting, the City Commission approved a grant application to partner <br />with Habitat for Humanity to construct new single family homes in north Casselberry. Seminole County, <br />through the Federal Housing and Urban Development Division, would fund the project. As part ofthe agreed <br />upon terms of the grant, the City would donate the property designated as Parcel ID #10 -21 -30 -504- 0000 -0580 <br />located on Park Drive, to Habitat for Humanity, who would be the developer. <br />In compliance with policies and procedures outlined in Resolution 08 -1938, staff is seeking approval to surplus <br />City-owned parcel ID #10-21--'10-504-0000-0580 located on Park Drive. The property is 5,000 square feet, is <br />considered a lot of record suitable for development, and has an assessed value of $3,998. <br />Budget Impact: There is no impact to the City Budget at this time. <br />Recommendation: The City Manager and the Community Development Director recommended approval of <br />Resolution 13 -2546. <br />
