Special Invoice Report Introduction: The Special Invoice Report policy was adopted by the Commission to streamline the financial process for approval of certain invoices, awards of bids, initial contracts and change orders on a project in excess of 5% of the total project. The following items have been received by the affected departments and are being presented for approval. Brown, Garganese, Weiss & D'Agresta, P.A. City Attorney Services for October 2013 Invoice No. 58352 $21,974.01 Budget Impact: Funds for the City Attorney invoice are available in FY 2014 Budget Account No. 001 -0140- 514.31-01. Recommendation: The City Manager and staff recommended approval of the Special Invoice Report, as submitted. B. Resolution 13 -2545 — Declaration of City -Owned Parcel ID #10-21-30- 504 -0000- 0330 at 1521 Oak Lane as Surplus Property "A RESOLUTION OF THE CITY OF CASSELBERRY, FLORIDA, DESIGNATING PARCEL ID #10 -21 -30 -504- 0000 -0330 AT 1521 OAK LANE, CASSELBERRY, FLORIDA AS SURPLUS PROPERTY; PROVIDING FOR CONFLICTS, SEVERABILITY, AND EFFECTIVE DATE." Introduction: Resolution 13 -2545 designates Parcel ID #10 -21 -30 -504- 0000 -0030 located at 1521 Oak Lane, Casselberty, Florida, as surplus property. Background: On September 25, 2006, the City Commission approved Resolution 06 -1714 which introduced a set of policies and procedures for the sale or disposition of City -owned property. These policies and procedures were later updated and amended on October 27, 2008 with the adoption of Resolution 08 -1938. As part of these policies and procedures, the City Commission must authorize the declaration of City -owned properties as "surplus" in order to sell or dispose of those properties. Discussion: At the February 25, 2013 meeting, the City Commission approved a grant application to partner with Habitat for Humanity to construct new single family homes in north Casselberty. Seminole County, through the Federal Housing and Urban Development Division, would fund the project. As part ofthe agreed upon terms of the grant, the City would donate the property located at 1521 Oak Lane to Habitat for Humanity, who would be the developer. In compliance with policies and procedures outlined in Resolution 08 -1938, staff is seeking approval to surplus City -owned parcel ID #10 -21 -30 -504- 0000 -0330 located at 1521 Oak Lane. The property is 7,500 square feet and has an assessed value of $11,993.
