Ms. Gardner noted that the City Commission had adopted an email policy in 2008 that states <br />when any of the Commissioners send or receive an email on their personal account related to City <br />business they should to forward it to their City email account, and should respond to incoming City <br />business related emails only from their City email account. Commissioner Solomon thanked Ms. <br />Reischmann and Ms. Gardner for their clarification of the policy. <br />Discussion: A brief discussion ensued regarding the assignment language in the contract and the City <br />Commission email policy. In response to questions from Vice Mayor Solomon, there was also a brief <br />discussion regarding the change of the City Commission regular meeting time to 4:00 p.m. It was noted that <br />the meeting time would be readdressed by the Commission at the end of the year. <br />Mayor Charlene Glancy — Seat No. 5: <br />• Thanked Commissioner Hufford for bringing forward possible solutions for getting the City Center <br />project accomplished. <br />• Responded to some of Vice Mayor Solomon's concerns about the contract for the City Center project, <br />including the apartment and retail aspects of the proposed project. <br />Mayor Glancy recessed the Commission meeting at 4: 47 p. ni. <br />Mayor Glancy reconvened the Commission meeting at 5:05 p. m. <br />Mayor Glancy announced for the record that the time was 5:05 p.m. and the first public hearings on the City of <br />Casselberry's tentative millage rate and operating budget for Fiscal Year 2013 -2014 would now commence. <br />11. PUBLIC HEARINGS <br />A. Resolution 13 -2528 — Tentative Millajae Rate for Fiscal Year 2013 -2014 <br />The City Clerk read Resolution 13 -2528 by title as follows: <br />"A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF CASSELBERRY, FLORIDA, <br />ADOPTING THE TENTATIVE MILLAGE RATE FOR THE CITY OF CASSELBERRY FOR THE <br />FISCAL YEAR COMMENCING OCTOBER 1, 2013 AND ENDING SEPTEMBER 30, 2014; <br />ANNOUNCING THE PERCENTAGE BY WHICH THE TENTATIVE MILLAGE EXCEEDS THE <br />ROLLED -BACK RATE; PROVIDING FOR CONFLICTS, SEVERABILITY AND PROVIDING FOR <br />AN EFFECTIVE DATE." <br />Notice of Public Hearing: This public hearing was advertised within the 2013 Notice of Proposed Property <br />Taxes (TRIM Notice) mailed to all taxpayers by the Seminole County Property Appraiser in August, 2013. <br />Staff Presentation: City Manager Randy Newlon advised that the proposed tentative millage rate for Fiscal <br />Year 2013 -2014 is 5.45 mills, which is unchanged from the current fiscal year.
