CASSELBERRY CITY COMMISSION
Minutes of September 9, 2013 — Regular Meeting
Page 8 of 15
16. CITY CLERK'S REPORT
No report.
17. CITY COMMISSIONERS' REPORTS /COMMENTS
Commissioner Gene Fry — Seat No. 2:
• Stated he had noticed that the Black's Automotive sign had been taken down and thanked staff for
getting that accomplished.
Commissioner Colleen Hufford — Seat No. 4:
Reported she had spoken recently at a Casselberry Elementary PTSA meeting about some of the
current and upcoming projects around the City, including the Signature Street and City Center
projects. She stated that she had received some positive comments about the projects, including the
planting of flowers and trees, and the possibility of bricking intersections.
Advised that due to some concerns she had about the proposal to demolish the Public Works building
as part of the proposed development of the City Center site, she had personally met with ACi, and in
response to her request ACi had prepared a rendering of an alternate option for the City Center site.
She advised this proposed option would retain the Public Works administration portion of the building
and demolish the Fire Administration portion, while providing all of the living space shown in the
original plan. She stated she had provided a copy of the new proposal to the City Manager and added
that this new rendering provided a possible solution to the problem of the Public Works/Fire
Administration building at the same or possibly reduced cost. Commissioner Hufford encouraged the
other Commissioners to each meet with Mr. Newlon to review it. She further stated that she hoped it
could then be discussed at a future workshop. She also expressed some concerns about the provisions
in the contract relating to the timing for placement of restaurants on the site, stating she hoped there
could be more discussion and negotiation of that issue.
Mr. Newlon clarified for the record that if the Fire Administration side of the building was demolished, there
would most likely be some costs related to relocating the Fire Administration staff.
Vice Mayor Sandra Solomon — Seat No. 3:
Expressed some concerns she also had about the contract for the City Center property, including the
physical challenges of the site; the proposed wood construction of the two hundred apartment units;
the provision allowing for possible assignment of the contract; the length of time allowed for
completion of the retail and restaurant portion of the development; and the provisions allowing for
demolition of the Public Works building and possible sale of the Police Department property.
Voiced additional concerns about the use of personal email for official city business by Mayor Glancy.
City Attorney Reischmann clarified that it was not illegal to use personal email for city business;
