CASSELBERRY CITY COMMISSION <br />Minutes of September 9, 2013 — Regular Meeting <br />Page 10 of 15 <br />millage rate represents a 2.7% tax increase above the rolled -back rate of 5.3065 mills, and if adopted, would <br />necessitate that a "Notice of Tax Increase" be advertised even though the millage rate remained the same. <br />Finance Director Rebecca Bowman then gave a brief overview of the budget adoption process and <br />presentation pertaining to the tentative millage rate and the tentative budget for Fiscal Year 2013 -2014. <br />Budget Impact: The tentative millage rate of 5.4500 mills is expected to deliver $5,541,244 in ad valorem tax <br />revenue to the General Fund (net of taxpayer early pay discounts and collection expenses). The City is <br />obligated to pay to its Community Redevelopment Agency (CRA) a distribution called Tax Increment Funding <br />(TIF) based on taxes assessed and collected from properties within the geographic boundaries of the CRA. <br />The tentative millage rate of 5.4500 mills will lead to a TIF payment fi•om the City to the CRA of $213,791. <br />Both are included in the requested tentative Budget for Fiscal Year 2013 -2014. <br />Recommendation: The City Manager and the Finance Director recommended adoption of Resolution 13- <br />2528 to set the tentative millage rate at 5.4500 mills. <br />Public Hearing: Mayor Glancy stated this was a public hearing to hear and consider comments and questions <br />regarding the City's proposed millage rate for the coming fiscal year. Mayor Glancy opened the floor for <br />public participation. The following individuals came forward: <br />1. Mr. James Fraleigh, 23 Teresa Court, voiced opposition to the proposed tentative millage rate <br />and suggested there were many other ways to reduce the budget other than raising taxes. He <br />also reiterated concerns he had mentioned at previous meetings regarding the U. S. Highway <br />17 -92 /State Road 436 and Red Bug Lake Road flyover projects and their negative effects on <br />businesses in those areas. <br />2. Mr. John Casselberry, 700 South Lost Lake Lane, expressed some concerns about what he <br />perceived to be a mixing of budgets between Seminole County, the School Board and the <br />cities, stating he didn't believe the City's taxpayers should be charged on their tax bills for <br />services they were not receiving. <br />No else came forward. Mayor Glancy closed the public hearing relative to Resolution 13 -2528. <br />MOTION: Vice Mayor Hufford moved to approve Resolution 13 -2528, establishing the <br />tentative operating millage rate of 5.45 mills for Fiscal Year 2013 -2014, as <br />presented. Motion was seconded by Vice Mayor Solomon. <br />Discussion: A brief discussion ensued regarding capital projects which were in the proposed budget, <br />especially relating to utilities. Commissioner Fry stated he had originally argued for a lower millage rate, but <br />was endorsing the proposed rate due to the utility improvements which were necessary but would not <br />necessarily be visible to residents. Mr. Newlon added that some of the improvements would be noticeable, <br />such as those to the Greenway Trail system and the various road improvements including the Signature Streets <br />and Oxford Road projects. Vice Mayor Solomon also clarified for the record that the agency responsible for <br />the flyover projects was the Florida Department of Revenue and not the City of Casselberry. <br />Motion carried unanimously by voice vote 4 -0. <br />
