CASSELBERRY CITY COMMISSION <br />Minutes of September 9, 2013 — Regular Meeting <br />Page 11 of 15 <br />Mayor Glancy announced that the City of Casselberry has adopted a tentative property tax rate of 5.45 mills as <br />the tentative millage rate for Fiscal year 2013 -2014. This rate is 2.70% higher than the rolled back rate of <br />5.3065 mills. The City Commission will hold a final public hearing on Monday, September 23, 2013, at 5:00 <br />p.m. in the City Hall Commission Chambers located at 95 Triplet Lake Drive. At the conclusion of that <br />hearing, the City Commission intends to adopt a final millage rate for Fiscal Year 2013 -2014. All interested <br />parties are invited to attend. <br />B. Resolution 13 -2529 — Tentative Operating Budget for Fiscal Year 2013 -2014 <br />The City Clerk read Resolution 13 -2529 by title as follows: <br />"A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF CASSELBERRY, FLORIDA, <br />ADOPTING THE TENTATIVE BUDGET FOR THE CITY OF CASSELBERRY FOR THE FISCAL <br />YEAR COMMENCING ON OCTOBER 1, 2013 AND ENDING ON SEPTEMBER 30, 2014; <br />PROVIDING FOR CONFLICTS, SEVERABILITY AND AN EFFECTIVE DATE." <br />Notice of Public Hearing: This public hearing was advertised within the 2013 Notice of Proposed Property <br />Taxes (TRIM Notice) mailed to all taxpayers by the Seminole County Property Appraiser in August, 2013. <br />Staff Presentation: Since the time the Proposed Budget was presented, new information was obtained that <br />warranted modification to the Proposed Budget resulting in an increase of $3,453,410. The total Tentative <br />Budget is $49,002,485. The change by fund is as follows: <br />General Fund $ 17,688 Increase <br />Water & Sewer Utility $2,240,025 Increase <br />Recreation Fund $1,162,697 Increase <br />Equipment Replacement Fund $ 33,000 Increase <br />Copies of September 9, 2013 City Manager memorandum for Resolution 13 -2529, the Fiscal year 2013 -2014 <br />Budget Summaries and Summary of Changes from the Proposed Budget to the Tentative Budget are attached <br />to and made a part of these minutes. <br />Recommendation: The City Manager and the Finance Director recommended adoption of Resolution 13- <br />2529 to establish a Tentative Operating Budget for the City of Casselberry totaling $49,002,485 for Fiscal Year <br />2013 -2014. <br />Public Hearing: Mayor Glancy stated that this was a public hearing to consider comments and questions <br />regarding the City's proposed budget for Fiscal Year 2013 -2014. Mayor Glancy opened the floor for public <br />participation. The following individual came forward: <br />Mr. James Fraleigh, 23 Teresa Court, spoke in opposition to the proposed budget, stating he <br />felt some of the projects being proposed were unnecessary and he did not believe good <br />business decisions were being made. <br />No one else came forward. Mayor Glancy closed the public hearing relative to Resolution 13 -2529. <br />
