CASSELBERRY CITY COMMISSION <br />Minutes of September 9, 2013 — Regular Meeting <br />Page 12 of 15 <br />MOTION: Commissioner Hufford moved to approve Resolution 13 -2529 establishing the <br />Tentative Operating Budget for the City of Casselberry totaling $49,002,485 for <br />Fiscal year 2013 -2014, as presented. Motion was seconded by Vice Mayor <br />Solomon. <br />Discussion: A brief discussion ensued regarding some of the capital projects and neighborhood improvement <br />projects which were included in the proposed budget. The Commission and City Manager commended all City <br />staff members who had input into preparation of the budget. <br />Motion carried unanimously by voice vote 4 -0. <br />Mayor Glancy announced that the City of Casselberry has adopted a tentative budget for Fiscal Year 2013- <br />2014. The City Commission will hold a final public hearing on Monday, September 23, 2013 after 5:00 p.m. <br />in City Hall Commission Chambers located at 95 Triplet Lake Drive. At the conclusion of that hearing the <br />City Commission intends to adopt a final budget for Fiscal Year 2013 -2014. All interested parties are invited <br />to attend. <br />B. Second Reading of Ordinance 13 -1396 — Amendment to City Code, Chapter 26, <br />Businesses; Article III. Peddlers, Solicitors, Begging; and Panhandling <br />The City Clerk read Ordinance 13 -1396 by title as follows: <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, AMENDING ARTICLE IH OF <br />THE CODE OF ORDINANCES ENTITLED "PEDDLERS AND SOLICITORS;" AMENDING <br />DEFINITIONS UNDER SECTION 26 -66; AMENDING HOURS OF SOLICITATION; CHANGING <br />THE TERM "OCCUPATIONAL LICENSE" TO "BUSINESS TAX RECEIPTS "; ADDING <br />EXEMPTIONS FROM SOLICITATION PERMIT REQUIREMENTS; AMENDING THE <br />APPLICATION REQUIREMENTS; AMENDING REASONS FOR DENIAL OF A SOLICITATION <br />PERMIT; AMENDING THE FEE REQUIRED TO PROCESS THE APPLICATION; CHANGING <br />THE TIME FRAME FOR EXPIRATION AND RENEWAL OF A SOLICITATION PERMIT; <br />CHANGING THE APPEAL BOARD FOR DENIED OR REVOKED PERMITS TO THE CODE <br />ENFORCEMENT BOARD; AMENDING THE REGULATIONS PERTAINING TO SPONSORS OF <br />JUVENILE SOLICITORS; PROVIDING FOR CODIFICATION, CONFLICTS, SEVERABILITY <br />AND AN EFFECTIVE DATE." <br />Notice of Public Hearing: The Notice of Public Hearing relative to Ordinance 13 -1395 was published in the <br />Orlando Sentinel on August 29, 2013. <br />Staff Presentation: Interim Community Development Director Sandra Smith explained that this was the <br />second reading and public hearing of Ordinance 13 -1396. She added that this was a staff initiated request to <br />amend the Code primarily to address safety issues they felt were necessary for juvenile solicitors, but also <br />addressed additional issues, including fees and solicitation times. She advised that the ordinance had been <br />approved unanimously by the City Commission on first reading at the August 12, 2013 Commission meeting. <br />
