CASSELBERRY CITY COMMISSION Minutes of September 9, 2013 — Regular Meeting Page 12 of 15 MOTION: Commissioner Hufford moved to approve Resolution 13 -2529 establishing the Tentative Operating Budget for the City of Casselberry totaling $49,002,485 for Fiscal year 2013 -2014, as presented. Motion was seconded by Vice Mayor Solomon. Discussion: A brief discussion ensued regarding some of the capital projects and neighborhood improvement projects which were included in the proposed budget. The Commission and City Manager commended all City staff members who had input into preparation of the budget. Motion carried unanimously by voice vote 4 -0. Mayor Glancy announced that the City of Casselberry has adopted a tentative budget for Fiscal Year 2013- 2014. The City Commission will hold a final public hearing on Monday, September 23, 2013 after 5:00 p.m. in City Hall Commission Chambers located at 95 Triplet Lake Drive. At the conclusion of that hearing the City Commission intends to adopt a final budget for Fiscal Year 2013 -2014. All interested parties are invited to attend. B. Second Reading of Ordinance 13 -1396 — Amendment to City Code, Chapter 26, Businesses; Article III. Peddlers, Solicitors, Begging; and Panhandling The City Clerk read Ordinance 13 -1396 by title as follows: "AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, AMENDING ARTICLE IH OF THE CODE OF ORDINANCES ENTITLED "PEDDLERS AND SOLICITORS;" AMENDING DEFINITIONS UNDER SECTION 26 -66; AMENDING HOURS OF SOLICITATION; CHANGING THE TERM "OCCUPATIONAL LICENSE" TO "BUSINESS TAX RECEIPTS "; ADDING EXEMPTIONS FROM SOLICITATION PERMIT REQUIREMENTS; AMENDING THE APPLICATION REQUIREMENTS; AMENDING REASONS FOR DENIAL OF A SOLICITATION PERMIT; AMENDING THE FEE REQUIRED TO PROCESS THE APPLICATION; CHANGING THE TIME FRAME FOR EXPIRATION AND RENEWAL OF A SOLICITATION PERMIT; CHANGING THE APPEAL BOARD FOR DENIED OR REVOKED PERMITS TO THE CODE ENFORCEMENT BOARD; AMENDING THE REGULATIONS PERTAINING TO SPONSORS OF JUVENILE SOLICITORS; PROVIDING FOR CODIFICATION, CONFLICTS, SEVERABILITY AND AN EFFECTIVE DATE." Notice of Public Hearing: The Notice of Public Hearing relative to Ordinance 13 -1395 was published in the Orlando Sentinel on August 29, 2013. Staff Presentation: Interim Community Development Director Sandra Smith explained that this was the second reading and public hearing of Ordinance 13 -1396. She added that this was a staff initiated request to amend the Code primarily to address safety issues they felt were necessary for juvenile solicitors, but also addressed additional issues, including fees and solicitation times. She advised that the ordinance had been approved unanimously by the City Commission on first reading at the August 12, 2013 Commission meeting.
