CASSELBERRY CITY COMMISSION <br />Minutes of September 9, 2013 — Regular Meeting <br />Page 13 of 15 <br />Budget Impact: There is no impact to the City Budget. <br />Recommendation: The City Manager and the Interim Community Development Director recommended <br />adoption of Ordinance 13 -1396 on second and final reading. <br />Public Hearing: Mayor Glancy opened the public hearing relative to Ordinance 13 -1396. The following <br />individuals came forward: <br />Mr. James Fraleigh, 23 Teresa Court, spoke in opposition to Ordinance 13 -1396, stating he <br />believed it would infringe on the citizens' rights to free speech and also the rights of charities <br />to hold fundraising drives. <br />Ms. Ticia Shuler, 413 Sundown Trail, spoke in favor of Ordinance 13 -1396, stating she was <br />the Casselberry Elementary PTSA President and a Girl Scout Leader and did not feel the <br />ordinance restricted the fundraising efforts of either the Girl Scouts or the school. She added <br />that as a homeowner she appreciated the City's efforts to address safety issues by initiating <br />these rules and regulations for soliciting. <br />No one else came forward. Mayor Glancy closed the public hearing relative to Ordinance 13 -1396. <br />MOTION: Vice Mayor Solomon moved to adopt Ordinance 13 -1396 on second and <br />final reading, as presented. Motion was seconded by Commissioner <br />Hufford. Motion carried unanimously by voice vote 4 -0. <br />12. OTHER ITEMS <br />No items were presented for consideration on this agenda. <br />13. CITIZENS' COMMENTS <br />Mayor Glancy announced persons that wished to make comment or make inquiry on any matter not on the <br />agenda, may request to be recognized during Citizens' Comments. Mayor Glancy announced the rules of <br />decorum. <br />1. Mr. Paul McKernan, 530 Queens Mirror Circle, voiced concerns about the Commission <br />meeting time, and urged the Commission to go back to a later time as he felt the 4:00 p.m. <br />time presented a hardship on working people who wished to attend the meetings. He also <br />encouraged the Commission to move forward to reach a good conclusion on the City Center <br />project that would benefit the whole community, and commended them on their efforts so far. <br />2. Ms. Mary Ingrassia, 819 Dogwood Drive, stated she felt fundraising by legitimate <br />organizations was a good thing; however, she did not think citizens should have to be <br />confronted by panhandlers. She added that the City Center development seemed to be a good <br />project, noting that as a new resident she would be attending the meetings to see how things <br />progressed and to keep informed about that and other issues. <br />
