CASSELBERRY CITY COMMISSION <br />Minutes of September 23, 2013 — Regular Meeting <br />Page 8 of 17 <br />Mr. Newlon stated he felt more staff study was needed at this point, which would include a potential joint <br />planning agreement and possible CRA (Community Redevelopment Agency) extension or reconfiguration; <br />however, he added that to the extent the City could vision that western area, it may be appropriate to bring in a <br />consultant to assist. <br />Discussion: A lengthy discussion ensued regarding various issues including extension of the CRA, SunRail <br />and a possible joint planning agreement with Seminole County. Mr. Newlon explained that there were ongoing <br />discussions between City and County staff on these matters. Commissioners Hufford and Fry both felt it <br />would be good to have a future meeting with the County to communicate to them the City's projects, concerns <br />and vision. <br />Mayor Glancy inquired whether the Commissioners would like to schedule an additional workshop to discuss <br />the new plan for the City Center project which had come about as a result of Commissioner Hufford's <br />discussions with ACi. She added that discussions of any other concerns the Commissioners had which they <br />felt would present a roadblock to the project moving forward could also be discussed. <br />Discussion: A lengthy discussion ensued regarding some of the proposed changes to the layout and design, <br />potential changes to the acquisition agreement, topics which could be discussed at the workshop, and notice <br />requirements for the workshop. <br />CONSENSUS: The Comrnission agreed by consensus to direct the City Manager to schedule a <br />workshop for the purpose of further discussion of the City Center project at the <br />earliest date convenient. <br />B. Municipal Advisory Committee (Metroplan) Report — Mayor Glancy <br />No Report. <br />C. Leadership Seminole Board Report — Mayor Glancy <br />Reported that her class's Legacy of Leadership project was to renovate spaces for SWOP (Seminole Work <br />Opportunity Program) to improve the quality of life and work environment for the workers. She added that all <br />of the Leadership classes are scored, and that she had participated in Government Day, which received a score <br />of 6.5 out of 7. <br />D. Mayors/Managers Group Report — Mayor Glancy <br />Reported that the meeting last Tuesday had been sponsored by the Seminole County School District and held at <br />Winter Springs High School, where they were greeted and escorted in by the ROTC students and set ved lunch <br />by the culinary arts students. She added that the meeting presentation was given by County Manager Jim <br />Hartmann, who gave an update on the County's budget. <br />
