Seminole County Redevelopment Planning Agency Report — Vice Mayor Solomon <br />No report. <br />9. RESOLUTIONS <br />A. Resolution 13 -2535 — Voluntary Development Commitment Agreement with <br />Nieuport Partners II, LLC for an Assisted Living e acility and Conceptual Plan (SPR <br />1307) <br />The City Clerk read Resolution 13 -2535 by title as follows: <br />"A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF CASSELBERRY, FLORIDA, <br />APPROVING THE VOLUNTARY DEVELOPMENT COMMITMENT AGREEMENT FOR AN <br />ASSISTED LIVING FACILITY LOCATED EAST OF THE INTERSECTION OF BUTTON ROAD <br />AND SEMINOLA BOULEVARD; PROVIDING FOR CONFLICTS, SEVERABILITY AND AN <br />EFFECTIVE DATE." <br />Staff Presentation: Planner Jason Sorensen, presented a request from applicant Nieuport Partners II, LLC to <br />construct an assisted living facility consisting of up to six (6) stories and up to seventy (70) units at a proposed <br />location on Seminola Boulevard across from Button Road. He explained that the proposed plan would involve <br />rezoning eleven (11) parcels from Recreation Open Space, RMF -13 and R -12.5 to Planned Residential <br />Development (PRD) to create an overall site size of 5.35 acres. He further explained that the City owned five <br />(5) of the parcels, a total of 3.03 acres and would retain ownership of those parcels. He added that the <br />applicant's property consisted of approximately 2.5 acres, but the proposal was that the applicant would utilize <br />the City's property in conjunction with his property to achieve the property needed to allow ahigher density of <br />development. He stated that the City's land would be used for open space requirements, and the existing <br />retention pond would be used to meet the retention requirements for the desired 70 -unit density. <br />Mr. Sorensen explained that the plan being presented at this time was a conceptual plan and not the final plan. <br />He further explained that additional conditions and approvals would have to be achieved prior to finalization of <br />the planned project. He added that these were: <br />1. Future Land Use change of City parcels from Low Density Residential to Medium Density <br />Residential; <br />2. Rezoning all parcels (currently Recreation Open Space, Residential Multi- Family 13, and R- <br />12.5 to Planned Residential Development (PRD); <br />3. Platting of applicant's parcels; <br />
