CASSELBERRY CITY COMMISSION <br />Minutes of September 23, 2013 — Regular Meeting <br />Page 12 of 17 <br />General Fund $ 17,688 <br />Water & Sewer Utility $ 2,240,025 <br />Recreation $ 1,162,697 <br />Equipment Replacement $ 33,000 <br />Ms. Bowman then gave a brief overview of the projects and proposed expenditures which resulted in the <br />increase, and additional details as to the proposed revenues and expenditures contained in the budget. <br />Mr. Newlon announced that the final operating millage rate for Fiscal Year 2013 -2014 was proposed to be set <br />at 5.4500 mills, which was 2.70% above the rolled -back rate of 5.3065 mills. <br />Public Hearing: Mayor Glancy stated this was a public hearing to hear and consider comments and questions <br />regarding the City's final millage.rate for the coming fiscal year. Mayor Glancy opened the floor for public <br />participation. The following individuals came forward: <br />Mr. John Casselberiy, 700 South Lost Lake Lane, voiced some concerns about the millage <br />rate and questioned whether additional service or sales taxes could possibly make up the <br />difference in the budget that the ad valorem taxes did not cover. <br />Mr. James Fraleigh, 23 Teresa Court, voiced opposition to any raise in taxes, stating he felt it <br />was unacceptable to do so when so many people were still struggling. <br />No else came forward. Mayor Glancy closed the public hearing relative to Resolution 13 -2532. <br />Budget Impact: The final millage rate of 5.4500 mills is expected to deliver $5,541,244 in ad valorem tax <br />revenue to the General Fund. The City is obligated to pay to its Community Redevelopment Agency (CRA) a <br />distribution called Tax Increment Funding (TIF) based on taxes assessed and collected from properties within <br />the geographic boundaries of the CRA. The Final millage rate of 5.4500 mills will lead to a TIF payment fi-om <br />the City to the CRA of $213,791. This information is included in the Budget for Fiscal Year 2013 -2014. <br />Recommendation: The City Manager and the Finance Director recommended adoption of Resolution 13- <br />25' )2 to set the final adopted millage rate for FY2014 at 5.4500 mills. <br />MOTION: Vice Mayor Hufford moved to approve Resolution 13 -2532, establishing the final <br />operating millage rate of 5.4500 mills for Fiscal Year 2013 -2014, as presented. <br />Motion was seconded by Commissioner Fry. <br />Discussion: In response to questions from Commissioners Hufford and Aramendia, Mr. Newlon explained <br />that the millage rate would not change from last year; however due to an increase in taxable values in the City <br />from last year from properties changing hands, this millage rate would result in an increase of 2.70 % in the tax <br />levy. <br />Motion carried unanimously by voice vote 4 -0. <br />Mayor Glancy announced that the City of Casselberry has adopted a properly tax rate of 5.4500 mills as the <br />final millage rate for Fiscal year 2013 -2014. This rate is 2.70% higher than the rolled back rate of 5.3065 <br />mills. <br />
