CASSELBERRY CITY COMNHSSION <br />Minutes of September 23, 2013 — Regular Meeting <br />Page 11 of 17 <br />Recommendation: the City Manager and the Interim Community Development Director recommended <br />approval of Resolution 13 -2535. <br />MOTION: Commissioner Hufford moved to approved Resolution 13 -2535, as presented. <br />Motion was seconded by Commissioner Aramendia. <br />Discussion: A brief discussion ensued regarding financial benefits of the project; floor plans; lake usage and <br />views; and making certain citizen concerns about the facility would be addressed. <br />Motion carried unanimously by voice vote 4 -0. <br />10. FIRST READING OF ORDINANCES <br />No items were presented for consideration on this agenda. <br />11. PUBLIC HEARINGS <br />A. Resolution 13 -2532 — Adoption of FY13 -14 Final Milla eg Rate <br />The City Clerk announced for the record that the time was 5:15 p.m. and read Resolution 13 -2532 by title as <br />follows: <br />"A RESOLUTION OF THE CITY OF CASSELBERRY, FLORIDA, ADOPTING THE FINAL <br />MILLAGE RATE OF 5.4500 MILLS FOR THE CITY OF CASSELBERRY FOR THE FISCAL <br />YEAR COMMENCING OCTOBER 1, 2013 AND ENDING SEPTEMBER 30,2014; ANNOUNCING <br />THE PERCENTAGE BY WHICH THE OPERATING MILLAGE EXCEEDS THE ROLLED -BACK <br />RATE; PROVIDING FOR CONFLICTS, SEVERABILITY AND PROVIDING FOR AN EFFECTIVE <br />DATE." <br />Notice of Public Hearing: The Notice of Public Hearing relative to Resolution 13 -2532 and summary budget <br />were advertised in the Orlando Sentinel on September 19, 2013 in accordance with the "Truth In Millage" <br />(TRIM) legislation. <br />Staff Presentation: Finance Director Rebecca Bowman gave a brief presentation pertaining to both the final <br />operating millage rate and the final operating budget for Fiscal Year 2013 -2014. She advised that the City <br />Commission held a public hearing and approved the tentative millage rate of 5.4500 mills on September 9, <br />2013. She further stated that the Commission was being asked to adopt a final operating millage rate of 5.4500 <br />mills for Fiscal Year 2013 -2014. She added that this rate was 2.70% above the rolled -back rate of 53065 <br />mills. Ms. Bowman advised that the proposed budget presented at the first public hearing was $45,549,075, but <br />since that time new information came to light which warranted a modification to the proposed budget and <br />resulted in an increase of $3,453,410; therefore, the final budget being presented for consideration at the <br />second and final public hearing was $49,002,485. She further advised that the increases to the various funds <br />were as follows: <br />
