Human trafficking issues. <br />Discussion: Discussion ensued regarding human trafficking and Senator Simmons' proposed spring and water <br />resource protection legislation. Senator Simmons requested that staff review the bill and submit a marked up <br />copy to him with any suggested changes and related comments. <br />6. CITY OF CASSELBERRY LEGISLATIVE CONCERNS <br />Conunissioner Hufford presented a brief overview of the City of Casselberly's legislative concerns, which <br />included the following issues: <br />• Police/Fire Pension Plan under chapters 175/185 Florida Statutes <br />• Communications Services Tax <br />• Community Development Block Grants <br />• Utility Rate Surcharge <br />• FRDAP (Florida Recreation Development Assistance Program) Grant <br />• Florida League of Cities Legislative Priorities <br />Mr. Newlon requested support for the City's FRDAP (Florida Recreation Development Assistance Program) <br />grant application for the benefit of Secret Lake Park, and also for an appropriation request for assistance to <br />fund the construction of a section of Oxford Road. <br />In response to an inquiry from Commissioner Hufford, Senator Simmons reiterated he would appreciate <br />support in working to resolve the state's water issues, and Representative Castor Dentel stated that she felt the <br />best economic development tool the state had was investing in education. <br />Vice Mayor Solomon noted that there had been some discussion about Seminole State College possibly <br />developing a performing arts center at US Highway 17 -92 and State Road 436, and asked for support for that <br />project if it should develop. <br />Commissioner Hufford and Ms. Till gave a brief overview of the Florida League of Cities' tentative legislative <br />priorities for the upcoming year. <br />Commissioner Hufford thanked Senator Simmons and Representative Castor Dentel for attending, and also <br />thanked staff who assisted in preparing for the meeting. <br />
