Mr. Triece said access is critical to <br />retail success. <br />Mr. Triece stated he negotiated an agreement for the sale of the Target Outparcel but it never closed <br />because the bank withdrew from the transaction after reviewing its demographics. He said he spoke with several <br />other businesses regarding purchasing the Target Outparcel and access to the site was one of the reasons they were <br />not interested. <br />Mr. Dudgeon said that the CRA could request Mr. Triece to research other parcels in the Community <br />Redevelopment District (CRD). He said the Board needs to have a purchasing strategy in place and any purchase <br />would need the potential to aggregate with other parcels. He said the first purchase becomes the "floor" for the next <br />purchase. <br />Ms. Smith explained that the Florida Department of Transportation (FDOT) has purchased several parcels <br />for the State Road 436/US Highway 17/92 flyover project and some of the parcels are located within the CRD. She <br />said that the Public Works Department is working with FDOT to transition some of the parcels to linear parks. She <br />said that essentially takes that area out of consideration. A general discussion ensued regarding the CRD parcels <br />along State Road 436 and the redevelopment in that area for parcels located in Seminole County. Mr. Triece felt that <br />the parcels along State Road 436 tend to be at the high end price. He said he is seeing activity in that area. <br />Mr. McGregor suggested Mr. Triece and staff continue looking at the areas discussed today and to review <br />other possible areas in the CRD. A brief discussion ensued regarding the parcels located along the east side of US <br />Highway 17/92. <br />Mr. Triece felt that the best two parcels for the CRA to purchase would be the Jarrett parcel and the <br />Casselberry Christian Church parcel. The Board suggested that Mr. Triece look at the parcels between Applebee's <br />and WAWA on east side of US Highway 17/92, <br />Fifth Item of Business: CRA Redevelopment Plan: Update <br />Mr. Kyle Dudgeon, Economic Development Planner, stated that the CRA hired PMG Associates, Inc. <br />through an RFP process, to assist with the development of a CRA Plan Update to provide for content and justification <br />
