CASSELBERRY CITY COMMISSION Minutes of April 8, 2013 — Regular Meeting Page 4 of 17 BA #13 -040 Explanation of Request: This Budget Amendment provides funding to cover costs to assist with the necessary additional mitigation work needed in order to bring the conservation area associated with the North Winter Park Drive Realignment Project into compliance with the St. Johns River Water Management District permitting requirements. Supplemental Agreement No. 40 with CPH, Inc., for an amount not to exceed $11,250, will provide for these services. A budget is also being established to cover the costs associated with tree plantings as part of the mitigation strategy, for an amount not to exceed $13,750. Per City of CasselbeT iy Code of Ordinances Section 67 -14 (b)(15), conservation area mitigation associated with improveniemts to a inajor road (such as North Winter Park Drive) is an appropriate use of Road Impact Fee Funds. C. Resolution 13 -2480 — Waste Pro of Florida Solid Waste Consumer Price Index Rate Adjustment "A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF CASSELBERRY, FLORIDA, APPROVING AND AUTHORIZING THE APPROVAL OF A RATE ADJUSTMENT BASED ON THE 2012 CONSUME R PRICE INDEX IN ACCORDANCE WITH THE COOPERATIVE PURCHASE AGREEMENT FOR RESIDENTIAL SOLID WASTE COLLECTION WITH WASTE PRO OF FLORIDA, INC.; PROVIDING FOR CONFLICTS, SEVERABILITY, AND EFFECTIVE DATE." Introduction: Resolution 13 -2479 approves a Consumer Price Index (CPI) rate adjustment payable to Waste Pro for residential solid waste collection, increasing the base rate from $13.02 per home per month to $13.18 per home per month for regular and special residential solid waste collection and from $23.50 per home per month to $23.75 per home per month for side door collection services for residents without a debilitating medical condition, based on CPI data provided by Seminole County. This represents a Consumer Price Index adjustment in the amount of $7,124.16 to Waste Pro of Florida for solid waste collection from April 1, 2013 to September 30, 2013. Budget Impact: Funds to cover the 1.22% increase in Solid Waste collection rates from $13.02 to $13.18 /home per month (a total amount of $7,124.16 for April 1, 2013 through September 30, 2013) have been anticipated and are available in the FY 2013 Solid Waste Other Contractual Services Account #118- 0730- 534.34 -00. Future increases, whether absorbed by the City or passed on to the resident, will be applied to the charges currently paid by the City at that time.
