CASSELBERRY CITY COMMISSION Minutes of Judy 22, 2013 — Regular Meeting Page 4 of 14 Introduction: Resolution 13 -2505 approves Amendment No. 2 to the State Revolving Fund Construction Loan Agreement (D W590301) between the City of Casselberry and the Florida Department of Environmental Protection for an additional $1,000,000 in Principal Forgiveness as well as a $93,846 reduction in Loan Amount to the Water Quality Improvement Projects. Consideration of related Budget Amendment #13-059 is also requested. Budget Impact: Adjustment to the budget for this project is as follows: in the Water and Sewer Fund, increase Grant revenues account #401- 0000 - 331.10 -00 by $1,000,000 and Non - Operating Sources by $192,642; increase Public Works Distribution and Collection Water Quality Improvement account #401 -0751- 536.63 -13 by $192,642; decrease the Water and Sewer Fund Debt Proceeds account #401- 0000 - 384.00 -00 by $934,846; and Public Works Distribution and Collection Water Quality Improvement account #401 -0751- 536.63-13 by $192,642. BA #13 -059 Explanation of Request: This item seeks City Commission approval to adjust the budget to conform to Florida Department of Environmental Protection (FDEP) Amendment for the Water Quality Improvement contract #DW590301. Amendment 2 increases the grant awarded to the City, reduces the debt required under the contract and increases the overall contact. This budget amendment also adjusts for allowances provided under the contract. This budget amendment will provide sufficient funding for the City to complete this project.
