CASSELBERRY CITY COMMISSION <br />Minutes of July 22, 2013 — Regular Meeting <br />Page 12 of 14 <br />Consensus: The Commission agreed by consensus to direct Ms. Gardner to bring the <br />appointment of the alternate member back for consideration at the same time as <br />other board appointments in January 2014. <br />13. CITIZENS' COMMENTS <br />Mayor Glancy announced persons that wished to make comment or make inquiry on any matter not on the <br />agenda, may request to be recognized during Citizens' Comments. Mayor Glancy announced the rules of <br />decorum. <br />1. Mr. Ray Dillman, 1520 Avalon Boulevard expressed concerns about the City's code <br />enforcement process, stating he and his neighbors in the Camelot subdivision frequently <br />experienced frustration about the length of time it takes to get issues resolved and the fact that <br />some issues don't seem to get resolved. <br />2. Mr. Jerome Levin, 1450 Guinevere Drive, also a resident of the Camelot subdivision, voiced <br />similar concerns about the City's code enforcement process. He added that the problems were <br />not j ust within his subdivision, and suggested the possibility of forming a committee to review <br />the process and to look at how other cities are handling code enforcement. <br />3. Mr. Mike Kepper, 1475 Guinevere Drive, another resident of the Camelot subdivision, also <br />expressed concerns with code enforcement, especially relating to vacant and foreclosed <br />homes. He inquired about the possibility of the City obtaining grant monies to purchase and <br />maintain some of those homes until they could be sold to responsible owners, noting he had <br />heard of other cities in the area having done this. <br />4. Mr. James Fraleigh, 23 Teresa Court, voiced concerns about various issues, including the <br />flyover project at Highway 17 -92 and State Road 436; conduct of the City's public meetings; <br />overdue raises for City employees; and the sale and development of the City Center property. <br />5. Mr. John Casselberry, 700 South Lost Lake Lane, expressed concerns about the sale of the <br />City Center property, stating he felt the process was moving too fast, and citing portions of the <br />State Constitution and Statutes he felt were pertinent to the issue. <br />No one else came forward. <br />Reminded the Commission he would be out of the office on Wednesday and Thursday, July 24 -25, <br />2013 and Chief Harkins would be Acting City Manager in his absence. <br />Distributed an article relating to a Planning Board member who had been required to produce personal <br />emails in response to a discovery order. She reminded the Commission that any emails related to City <br />business which are received through their personal email accounts should be forwarded into their City <br />
