MAYOR'S (AS PRESIDING OFFICER) ROLE DURING DEBATE <br />1. The Mayor has the responsibility of keeping the discussion on point with the subject <br />being considered remaining mindful of time afforded the discussion. <br />2. The Mayor shall maintain order during the discussion assuring that each member of the <br />Commission and the City Manager are allotted appropriate opportunity for input and <br />rebuttal and that interruption of the speakers does not occur. <br />3. At the appropriate time after the debate concludes, the Mayor may attempt to <br />summarize the motion before the Commission and seek clarification from <br />Commissioners if any issues related to the discussion remain in doubt. <br />4. When it appears that all Commissioners that wish to speak have done so, the Mayor <br />may inquire if there is a desire for further discussion. If so, the discussion may continue. <br />If not, the question is put to a vote. <br />METHODS OF VOTING <br />1. Voice Vote (Commissioners respond with ayes vote to a request from the Mayoras to <br />those in favor of a particular motion under consideration.) <br />2. Roll Call (When required or requested, the City Clerk will call the roll of Commissioners <br />present seeking a yes or no response to the motion under consideration.) <br />a. The City Clerk will commence roll call starting with Seat #1 and calling the next seat <br />numbers consecutively until all members of the City Commission have been called. <br />The City Clerk will always call upon the Vice Mayor and Mayor, respectively, last in <br />the voting sequence. <br />3. ALL votes are binding during a meeting, unless the issue is offered for reconsideration <br />by a Commissioner voting with the majority on a motion previously voted upon at the <br />same meeting or the next meeting of the Commission. <br />VOTING ON MATTERS NOT ON THE AGENDA <br />The City Commission will only take formal action on matters on the Agenda, unless support <br />documentation is provided to the City Commission in the form of an addendum to the Agenda, <br />and the amended Agenda is approved by a majority vote. <br />Casselberry City Commission Code of Parliamentary Procedures <br />Adopted via Resolution 13 -2496 — May 13, 2013 <br />Page (5 <br />
