Motion was seconded by Commissioner <br />Aramendia. Motion carried unanimously by voice vote 5 -0. <br />A. Second Reading; of Ordinance 13 -1389 — Tax Abatement Prom <br />The City Clerk read Ordinance 13 -1389 by title as follows: <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, AMENDING CHAPTER 78, <br />CREATING ARTICLE IV, TAX ABATEMENT PROGRAM, OF THE CITY OF CASSELBERRY <br />CODE OF ORDINANCES; AUTHORIZING AN EXEMPTION FROM AD VALOREM TAXATION <br />FOR CERTAIN NEW BUSINESSES AND EXPANSIONS OF EXISTING BUSINESSES; <br />PROVIDING FOR AUTHORITY AND PURPOSE; PROVIDING LEGISLATIVE FINDINGS; <br />PROVIDING FOR DEFINITIONS OF TERMS; PROVIDING FOR ESTABLISHMENT OF <br />ECONONOMIC DEVELOPMENT AD VALOREM TAX EXEMPTION; PROVIDING FOR AN <br />APPLICATION FOR AN EXEMPTION; PROVIDING FOR CITY COMMISSION <br />CONSIDERATION OF SUCH APPLICATIONS; PROVIDING FOR CITY COMMISSION <br />REVOCATION OF EXEMPTION; PROVIDING FOR A SUNSET DATE; PROVIDING FOR <br />CONFLICTS, CODIFICATION, SEVERABILITY AND AN EFFECTIVE DATE." <br />Notice of Public Hearing: The Notice of Public Hearing relative to Ordinance 13 -1389 was published hi the <br />Orlando Sentinel on May 30, 2013. <br />Staff Presentation: hiterim Community Development Sandra Smith explained that this ordinance had been <br />brought to the Commission previously on first reading, at which time the tax abatement program had been <br />explained. She stated that the Commission had adopted Ordinance 12 -1375 on July 9, 2012, which put the <br />question of the tax abatement program on a referendum ballot to seek approval from the citizens. She added <br />that the referendum was approved by the voters at the November 6, 2012 general election. She further <br />explained that the ordinance being presented at this time set out the program details for the tax abatement <br />opportunity that could be provided to targeted businesses within the City. <br />Ms. Smith advised that the program authorized the City Commission to grant qualifying businesses a <br />temporary ad valorem tax exemption of up to 100% for a period of up to ten years but each exemption would <br />be granted by a separate ordinance. She added that the Commission would determine the amount and the time <br />
